Chandigarh July 4: While taking yet another step for the welfare of farming community in the State, Haryana Chief Minister, Mr Manohar Lal launched ‘Meri Fasal Mera Byora’ portal here today. This simple and transparent system would enable the farmers to self-report their land and crop details through IT based system and help them receive the benefit of several government schemes directly.

Mr Manohar Lal launched the portal and addressed a press conference here today. He said that initiative is a step forward towards realizing Prime Minister Mr Narendra Modi’s vision of doubling the farmer’s income by 2022.

Agriculture and Farmers Welfare Minister, Mr O.P. Dhankar was also present on this occasion. The portal has brought the departments of Agriculture and Farmers Welfare, Revenue, Food Civil supplies and Consumer Affairs and Science and Technology on a single platform for the betterment of the farmers.

The Chief Minister said that farmers could start the registration at the portal on www.fasalhry.in from tomorrow onward that is July 5, 2019. With the help of this system, registration of entire land whether cultivated or not would be done at a single time. He said that farmers have been appealed to upload the details about the crop sown in their field on the portal at the nearby Common Service Centres (CSCs) or Atal Seva Kendras or with the help of VLEs by July 31, 2019. The farmer would also be required to fill the details about the non cultivated land in case he has not sown any crop yet. A financial incentive of Rs. 10 per acre or part thereof subject to minimum of Rs. 20 to maximum Rs 50 would be provided to each farmer, who registered in the portal. This amount will be directly deposited in the bank accounts of the farmers. Apart from this, an incentive of Rs. 5 on per farmer entry would be given to the Common Service Centres (CSCs) where the entry is to be done, he added.

The Chief Minister said that the portal would help providing agriculture related information directly and online to the farmers. Besides, it would make the distribution of seeds, fertilizers, farm loans more transparent and easy. He said that the farmers would be able to avail the subsidy on agriculture implements in an easy manner. The system would also make damage assessment during natural calamities and disbursal of relief in cases of crop damage easier. Also, the information relating to sowing, harvesting season and mandi related information would be provided on real time basis.

Mr Manohar Lal said that the departments of Agriculture and Farmers Welfare and Revenue would jointly start the work of entry into the portal from August 1, 2019. He said that e-girdawari would be conducted under this system and while conducting girdawari, the concerned officer or official would have to remain physically present at the field. Thereafter, the registration would be done by the departments.

He said that when the crop is ready for harvesting, satellite photography of the field would be conducted by the Science and Technology Department. These images would also be enclosed with their registration. In case any discrepancy is found in the girdawari, a special girdawari would be got conducted by the Deputy Commissioner concerned.

The Chief Minister said that besides the farmers, the system would also benefit the ‘Kashtkars’ in case they make registration on the portal.

Earlier, he released envelope developed by Postal and Agriculture and Farmers’ Welfare Department. Apart from this, he also released pledge on ‘Jal Shakti Abhiyan and released its theme song.

Those present on this occasion included Chief Secretary Mrs Keshni Anand Arora, Additional Chief Secretary Agriculture and Farmers’ Welfare Mrs Navraj Sandhu, Additional Chief Secretary Food, Civil Supplies and Consumer Affair Mr S.N Roy, Additional Principal Secretary to Chief Minister Mr V.Umashankar, Director General Agriculture and Farmers Welfare Mr Ajit Balaji Joshi, Chief Administrator Haryana State Agricultural Marketing Board (HSAMB) Mr J. Ganeshan and other senior officers of the State Government.
