Chandigarh, May 12: Realizing Chief Minister, Sh. Manohar Lal's zero-tolerance policy on corruption, the CM’s flying squad conducted surprise inspections of training centres running in various districts under the Haryana Skill Development Mission.
The Chief Minister’s Flying Squad had received a tip-off that the private training partners under the Haryana Skill Development Mission are not training the total number of youths as they have shown in the record to the government. Apart from this, complaints were also received about the lack of basic facilities required for training at these centres. On May 11, a surprise inspection of 35 training partners located in 18 districts of the state was conducted by the teams of CM Flying Squad.
About 6,500 youths were shown in the records for training by these 35 training partners, but only 1,200 youths were actually found attending the training centres. At some centres, not even a single student was found taking training and five centres; two in Gurugram, one each in Panipat, Dadri and Yamunanagar were found locked. In these 35 training centres, 210 batches were shown to be running, however, only 95 batches were actually found to be running; with the number of trainees not found as per the numbers shown in these batches.
Various types of free training courses are being run by the state government to enable unemployed youth through private training partners under the Haryana Skill Development Mission. For this, the government pays the training partners according to the training imparted by them to the youth.
As per the rules, training staff of about 150 persons should have been present at the said centres, but only 60 staff were found present. In most of the centres, the training staff found on the spot were different from the list of training staff given on the online website. Some of them were not even found to have any joining letters.
Also, most of the centres did not have adequate resources including computers as shown in the records. At some centres, no study material, books etc. were found. Besides, the trainees shown on the HSDM portal were found to be different from the trainees actually undergoing training. At several centres, either the attendance registers were not found or the attendance of the trainees was not found to be recorded in the registers.
