  • Chandigarh, July 28- Haryana Government has notified the amendments in the Transfer Policy of Skill Development and Industrial Training Department.
  • Giving this information today, a spokesman of the Department said that the objective of the transfer policy is to deploy available staff in an optimum manner so that, inter-alia, employees are evenly distributed across regions and institutions, with special regard to the interest of trainees. The policy also aim to maximize the overall satisfaction level of its employees, subject to protection of academic interests of trainees and the administrative efficiency of the Department.
  • All transfers and postings would be made through online procedure on the basis of the choices given by the employees. The Transfer Policy would come into effect immediately but should be implemented ‘online’ latest by April 1, 2018.
  • The policy would be applicable to the teaching cadre as well as ministerial cadre, Group-IV posts of Industrial Training Institutes or Industrial Training Institutes (W) (including Principals, Group Instructors, Group Instructor Incharge (women), Group Instructor (women) for TTC, Instructors, Superintendents, Deputy Superintendents, Store Keepers, Assistants, Librarian Clerks, Peon-cum-Chowkidar and Workshop Attendant). Initially, the policy would be applicable for posts having 500 or more cadre strength.
  • Transfers would be done preferably in the month of July that is the close of Academic Session. No mid-term transfers would be done except for reasons to be recorded on file. Normal tenure of an employee at any place of posting would be five years. However, an employee who has completed tenure of three years would be eligible to seek transfer against vacancy or on mutual transfer basis, he added.
  • He said that any employee could apply for online transfer even though stay of employee is less than three years at the present place of posting. Employees due for retirement within next one year would not normally be considered for transfer except due to administrative exigency or on their own request.
  • Posting with an employee spouse including Central Government Employee, as far as practicable, request for transfer to join an employee spouse, either at the same station or at nearby station would be considered. In the event of tie among the same category of employees spouses, lady employee would be given preference over male employee, he added.
  • He said that transfers of Trade or Craft Instructors would be made keeping in view their qualification based on DGT, Government of India, affiliation instructions that is the ratio of degree or diploma holder instructors and ITI+CTI or TTC holder instructors, which presently is 50:50, to facilitate affiliation of trade units with NCVT.       
  • If an employee, who is not a resident or domicile of Mewat district either at the time of initial appointment or subsequently, opts for ‘Mewat District’ against a vacancy for which no employee has opted or if such employee opts for “anywhere in the State” and the department does his or her transfer to Mewat District then  he or she would be paid additional 10 per cent of the Basic Pay+D.A. during the said posting, he added.
  • An NCC or NSS Training Instructor or G.I. would be transferred from NCC or NSS wing ITI only when there is another such trained officer in the institute or the replacement instructor or G.I. is also trained.
  • Regarding Periodicity of the transfers, he said that general transfers would be made only once in a year. However, transfers can be effected by the Government at any time during the year in cases of Administrative exigency, sudden death of spouse, chronic disease or permanent disability of spouse, transfer of spouse of employees of Departments or Organizations of Haryana Government  and on compassionate for the special categories like women, widows, widowers, differently abled persons, serious ailment. The reasons for transfers under these grounds would be recorded on file.   
  • The time schedule would be followed for various activities every year except the first year in which online transfer policy is being implemented.   
  • He said that every year, from April 10 – 30, the decision about opening of new ITIs or ITIs (W), diversification (addition or deletion) of trades or redistribution or rationalization of instructional staff would be done. The transfer will be with effect from August 1, of the year.
  • From May1-31, notification of actual vacancies and deemed vacancies would be done and from June1- 15, eligible Instructors would submit their choice of Institutes online, every year.
  • From June16–30, draft List and points for claims and objections by staff would be displayed and transfer orders would be issued online latest by July 15, every year, he added.
  • Regarding criteria for deciding claims for vacancies, he said that decision of allotment to a vacancy would be based on the total score of points earned by the employee. The employee earning highest points would be entitled for transfer against a particular vacancy.
  • Age would be the prime factor for deciding the claim of employee against a vacancy since it would have weightage of 60 points (some employees as per policy retire at 60 years of age). To take care of categories like women, widows, widowers, differently abled persons, serious ailment and Instructors showing improvement in result, a privilege of maximum 20 points can be availed by these categories.
  • He said that there would be two types of vacancies Actual Vacancy and Deemed Vacancy. In Actual Vacancy is a post which is not occupied by any employee; post that would become vacant due to retirement, promotion, voluntary retirement or otherwise.
  • Deemed vacancy is a post occupied by an employee for a period of five years or more on the qualifying date; or a post occupied by an employee for three years who has given option for transfer.
  • Posts occupied by contractual employees would not be considered vacant. Some vacancies of all categories of employees would remain unfilled at any given point of time. To avoid their concentration in some Institutes, percentage of such vacancies would be maintained proportionately, category wise, amongst all Institutes, which would be decided by the Government.
  • He said that an employee could be transferred at any point of time after seeking prior orders of the Government on administrative grounds.
  • Unmarried female employees would be given a chance to change options after their marriage, within two months, subject to the fulfillment of other conditions. Further, married female employees should also have an opportunity to change their option in case of the death of husband or in case of Legal Divorce from husband. A Male employee should also be given the opportunity to change his option in case of death of his wife.
  • He said that on fresh appointment and in case of promotion, the employees would give five choices for preferred it is and the Department would try to accommodate them in order of merit or seniority. However, they would have to serve at the allocated stations for at least three years. For this purpose, they would have to submit an undertaking alongwith the request that they would not make any request for transfer if they are accommodated in one of the five preferred ITIs. An option of ‘anywhere in the State’ might also be given while submitting the request for transfer.
  • Chandigarh, July 28- Now, Gram Panchayat can lease out its land in shamilat deh earmarked for charand and under plough, with prior approval of Director Panchayat, to the registered gaushalas in open auction for cultivation of fodder, for a maximum of two years.
  • While giving this information today, a spokesperson of the Development and Panchayats Department said that a notification has been issued to this effect.
  • The State Government has amended the Punjab Village Common Lands (Regulation) Rules, 1964 and now it will be called the Punjab Village Common Lands (Regulation) Haryana Amendment Rules, 2018.
  • He said that a gaushala could only be given upto 10 acres of land each for every 1,000 animals. In case of lesser or higher number of animals, the land should be given in proportion of the strength of animals.  In case, there is a single bidder, the lease money should not be less than Rs. 5,100 per acre per year for the gaushala of the same village and Rs. 7,100 per acre per year for the gaushala of the neighbouring villages. Separate auction proceedings would be conducted for the gaushalas of the same village and of the neighbouring villages.
  • The annual lease money should be paid on the bidding spot and for the second year of lease, if any, the annual lease money should be paid in advance, he added.
  • Chandigarh, July 28- Haryana Government has decided to grant conveyance allowance to Deaf and Dumb government employees at the rate of 10 per cent of basic pay subject to minimum of Rs 2,500 and maximum of Rs 7,200 per month, with effect from May 1, 2018.
  • While giving this information here today, an official spokesman said that this conveyance allowance would also be given to hearing impaired employees having loss of sixty decibels or more in the better ear in the conversation range of frequencies, as per Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation), Act, 1995.
  • This benefit has already been implemented for blind and orthopaedic employees with effect from May 1, 2018, he added.
  • Chandigarh, July 28- Haryana Government has approved about Rs 8.50 crore for the construction of Industrial Training Institute (ITI) at Village Sisay in Narnaund Vidhan Sabha Constituency of Hisar.
  • While giving this information today, an official spokesman said that Haryana Chief Minister, Mr Manohar Lal had made an announcement for the opening of ITI in Narnaund.  The ITI would be opened with the efforts of local MLA and Finance Minister, Capt. Abhimanyu.
  • He said that the construction work of ITI is expected to begin soon. Prior to 2014, this region had only one ITI but now there would be four ITI’s, the youth after getting education here would have employment opportunities in various areas.
  • Previous governments had shown no interest in the development of Narnaund and opening of any education institution, because of which this area lagged behind, but the present Government is committed to development of every region, Finance Minister, Capt. Abhimanyu added.
