- Chandigarh, Dec 4 – In view of the speedy implementation of various schemes of the State Government, the Haryana Government has decided that meetings of secretaries would be held twice in every month to review and take decisions regarding land requirements of different departments received on e-Bhoomi Portal. Apart from this, the meeting of committee constituted of Ministers for this purpose would also be held every month.
- A decision to this effect has been taken in review meeting of e-Bhoomi Portal held under the chairmanship of Chief Minister, Mr. Manohar Lal, here today.
- It was informed in the meeting that the meetings of committee of Secretaries would be held on first and third Monday of each month so that the land requirement for various development works would be fulfilled at the earliest so as to initiate the development works immediately.
- The Chief Minister directed the officers to amend the policy and add new features so that there would be no delay in completion of any project. He also directed the officers to add different features to e-Bhoomi Portal so as to update the portal.
- It was informed that various departments have so far uploaded 166 indents of 3847.30 acres of land requirement including the maximum 87 indents by Public Works (Building and Roads) Department for 1064.3 acres of land followed by 49 indents of the Irrigation Department for 295 acres of land and five idents each of Haryana Shehri Vikas Pradhikaran and Haryana State Industrial and Infrastructure Development Corporation for land requirement of 291 acres and 1212.2 acres respectively. Apart from this, the Prisons Department has uploaded four indents of 214 acres of land requirement, three indents of Haryana State Agricultural Marketing Board for 240 acres, three indents of Public Health Engineering Department for 11.8 acres, one indent of Tourism Department for 15 acres, one indent of Higher Education Department for 10 acres, one indent of Warehousing Corporation for five acres, one indent of Medical Education and Research Department for 27.8 acres, one indent of Revenue and Disaster Management Department for 62.7 acres, one indent of Civil Aviation Department for 280 acres, one indent of Urban Local Bodies Department for 100 acres, one indent of Sports and Youth Affairs Department for 6.5 acres, one indent of Irrigation and Water Resource Department for 10.9 acres and one indent of Power Department for 0.2 acres of land.
- It was also informed that the Departments which have uploaded indents on e-Bhoomi Portal for land requirement, land has been offered to Public Works (Building and Roads) Department, Irrigation, Haryana Shehri Vikas Pradhikaran, Haryana State Industrial and Infrastructure Development Corporation, Prisons Department, Haryana State Agricultural Marketing Board Public Health Engineering Department, Tourism Department, Higher Education Department Warehousing Corporation and Medical Education and Research Department. The Chief Minister was informed that three aggregators have been empanelled on e-Bhoomi Portal from district Fatehabad, two from district Jind, one each from districts Karnal and Kurukshetra, 13 from district Panchkula, one from district Rewari and seven from district Sirsa.
- Others present in the meeting included Principal Secretary to Chief Minister, Mr. Rajesh Khullar, Additional Principal Secretary, Mr. V. Umashankar, Additional Chief Secretary, Revenue and Disaster Management Department, Mrs. Keshni Anand Arora, Additional Chief Secretary, Public Works (Building and Roads) Department, Mr. Alok Nigam, Additional Chief Secretary, Home Department, Mr. S.S. Prasad, Additional Chief Secretary, Haryana Skill Development and Industrial Training Department, Mr. T.C. Gupta, Additional Chief Secretary, Industries and Commerce Department, Mr. Devender Singh, Principal Secretary, Electronics and Information Technology Department, Mr. Ankur Gupta, Managing Director, HARTRON, Mr. Vijayendra Kumar, Director General of Police (Jails), Mr. K. Selvaraj and other senior officers.
- Chandigarh, December 4- The International Gita Mahotsav-2018 will be organised from December 7 to 23, 2018 in Kurukshetra. Artists and artisans of national and international repute will participate in the International Crafts and Saras Mela which will be organised from December 7-23. This year, Mauritius would be the partner country and Gujarat would be the partner state in the celebrations of the festive. The Mahotsav is an annual event which is organized every year in collaboration with Kurukshetra Development Board (KDB) in Kurukshetra.
- While giving the details, an official spokesman said that the programme of Gita Jayanti started in the year 1989. Gradually, the Gita jayanti Mohtsav has started organizing at national level. However, the present State Government has been organizing Gita Mahotsav of international level since 2016.
- He said that the main events would be organized from December 13 to December 18. The major attractions included International Gita Seminar from December 13-15, Sant Sammelan would be organised on December 16 in which renowned saints from country and abroad would participate, the complete recital of Srimad Bhagwad Gita by devotees would be organised on December 17, Cultural programmes from December 13-18, Light and Sound Show in evening at Brahma Sarovar from December 13-18, Ashtadash Shloki Gita would be recited by 18,000 students, Global Gita Chanting on December 18 and Maha Aarti would be held every evening at 6 pm from December 7-28, 2018 at Brahma Sarovar and Grand Maha Aarti and Deepdan would be held on December 18, 2018.
- The Cultural programmes by Indian and foreign artists would be organised from December 13-18. The festival would witness the performance by actress Gracy Singh, Sufi singer Satinder Sartaj and internationally acclaimed singer Hemant Brijwasi, he added.
- He said that wall painting competition would be held on December 8-9, exhibitions by Spiritual, Cultural, Educational, and Social organizations, rangoli, painters camp and Photography competition, Gita Book Fair and exhibition on development and progress of Haryana would be organised from December 13-18 and State level competitions on Gita Shaloka recital, Gita quiz, Gita Declamation and Essay Writing from December 13-15. Apart from this, Haryana Pavilion would be set up showcasing the culture of Haryana.

- Chandigarh, Dec 4 – In the cases of officers or officials for retention in service beyond the age of 50/55 years, the Haryana Government has specifically directed all the concerned authorities that in such cases where the Inquiry Officers have been appointed by the concerned departments, the inquiry report should be submitted by the Inquiry Officer within three months positively, so that, action against the concerned could be taken well in time.
- While stating this here today, an official spokesman said that a meeting of Officer’s Committee to review the cases of officers for retention in service beyond the age of 50/55 years was held under the chairmanship of the Chief Secretary. Even though the Administrative Departments have appointed the Inquiry Officers in most of the cases where disciplinary action is pending, Inquiry Report is not submitted by the Inquiry Officers well in time. Because of this, the action in the matter could not be finalized till the retirement of concerned official or officer, he added.
- He said that Government has now specifically directed all the concerned authorities that in such cases where the Inquiry Officers have been appointed by the concerned departments, the inquiry report should be submitted by the Inquiry Officer within three months positively, so that, action against the concerned could be taken well in time
- Chandigarh December 4: Haryana Chief Minister, Mr. Manohar Lal today directed to take up the matter on priority basis regarding the setting up of Exclusive Courts to deal with the cases registered under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act. To begin with such Courts would be set up in four districts where the pendency of cases are comparatively high.
- Mr Manohar Lal was presiding over the meeting of State Level Vigilance and Monitoring Committee to review the progress made under the provision of Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Rules, 1995 here today. The Housing and Jails Minister Mr Krishan Lal Panwar and Minister of State for Welfare of Scheduled Castes and Backward Classes Mr Krishan Kumar Bedi were also present in the meeting.
- It was informed that the High Court has already notified a Court of the Additional District Judge 1 (senior most Additional District and Sessions Judge) in each district of the State as Special Court to deal with the cases of atrocities under the Act. However, the matter of setting up of Exclusive Courts is under the consideration. The cases under the Act are required to be decided by the Courts within a period of two months. Regarding setting up of six Fast Track Courts in those districts where 50 or more cases of rape, eve-teasing and mental harassment are pending in the courts, it was informed that the matter has already been taken with the High Court. The State Government has already sanctioned the required supporting staff for these Fast Track Courts and the same would be set up soon.
- It was also decided that while a study of social aspects would be got conducted by Social Justice and Empowerment Department to ascertain the reason behind crime against the people belonging to Scheduled Castes, the police department would analyze the actual motive in the cases of murder, attempt to murder and hurt especially in the districts of Hisar, Bhiwani, Kaithal and Rewari so that necessary steps could be taken in this direction.
- It was also decided that to prevent the cases of death during cleaning the sewer lines of septic tank, the sewer men would be linked with skilling and would be provided required skill training to perform the task. Only those sewer men who are registered and possess the requisite training certificate would be allowed to enter the sewer. The State Government has also decided to provide an insurance coverage of Rs 10 lakh to all registered sewer men and also to those employees working on hazardous jobs.
- It was informed that all necessary steps are being taken to prevent and curb atrocities on members of Scheduled Castes by enforcing in right earnest the provisions of the Scheduled Castes/Scheduled Tribes Act, 1989. As and when a report regarding an atrocity committed on any member of the Scheduled Caste is received, criminal case is registered and prompt action against the accused is taken under relevant sections of Scheduled Castes/Scheduled Tribes Act, 1989 apart from relevant sections of IPC. A Special Cell has been set-up at Police Headquarter, Panchkula to deal with the crime against Scheduled Castes in the State.
- It was informed that relief ranging from Rs 85,000 to Rs 8.25 lakh is provided to the members belonging to Scheduled Castes who become victims of atrocities under the Scheduled Castes/Scheduled Tribes Act. During the year 2018-19, as many as 696 persons have been provided relief of over Rs 9.42 crore upto October 31, 2018. Similarly, under the Mukhyamantri Samajik Samrasta Antarjatiya Vivah Shagun Yojna, the financial assistance to a non scheduled caste boy or girl who marry with a scheduled castes girl or boy has been enhanced from Rs 1,01,000 to Rs 2,50,000. The amount is deposited in the joint bank account of the couple for three years of lock in period. An amount of over Rs 4.27 crore has been distributed to 638 beneficiaries under the scheme during the same period this year. Apart from this, an amount of Rs 11,000 is given to the Scheduled Castes persons for defending their cases of civil nature.

Umashankar, Additional Chief Secretary Home Mr S.S Prasad, Director General of Police Mr B.S Sandhu, Principal Secretary Social Justice and Empowerment and Welfare of Scheduled Castes and Backward Classes Department Mrs Neerja Sekhar, Director General, Welfare of Scheduled Castes and Backward Classes Mr Praveen Kumar and other senior officers of the State Government.
- Chandigarh, December 4- Haryana Government has given Shakti Singh (HCS), Additional Deputy Commissioner, Ambala and Special Officer, APZ, Ambala and Secretary, RTA, Ambala, the additional charge of Additional Deputy Commissioner, Karnal and Secretary, RTA, Karnal, during the leave period of Nishant Kumar Yadav, with immediate effect.
- The orders of posting of Anish Yadav as Additional Deputy Commissioner, Karnal and Secretary, RTA, Karnal, during the leave period of Nishant Kumar Yadav has been cancelled.
