- Chandigarh, Nov 2 – After the directions of the Hon’ble Punjab and Haryana High Court, different Unions of Haryana Roadways Employees have agreed to withdraw their strike. It is worth mentioning that employees of Haryana Roadways have been on strike since 16th October, 2018. The representatives of Coordination Committee (Talmail Committee) of Haryana Roadways Employees’ Union present in the High Court assured that Haryana buses would start plying in the State from tomorrow morning at 10 a.m.
- As per the orders of the Hon’ble High court, it has been decided that no coercive action including arrest of any of the office bearers or employees or members of the Unions and other employees of the Haryana State Transport Department would be taken till further orders. The orders passed by the State authorities in respect of suspension, disciplinary proceedings and dismissal of employees on account of their participation in recent strike probation would remain suspended till further orders of the court and all the employees would be permitted by the State Transport Department to join. Any proceedings or action pending against any of the employees under the Haryana Essential Services Maintenance Act, 1974 (HESMA), relating to recent strike would also remain in abeyance till further orders of the Hon’ble High court.
- The directions issued would also be applicable to the employees of other Departments as well who had proceeded on strike in solidarity with the call given by the employees of the Haryana State Transport Department.
- The Hon’ble High court has also made it clear that the directions have been issued in view of the statement made before the court by the office bearers of the Unions/Members of Coordination Committee (Talmail Committee) of Haryana Roadways Employees’ Union that the strike would be called off and all the employees would resume their duties by tomorrow 10 a.m. In case the strike is not called by tomorrow, the orders will loose its efficacy and would be ineffective.
- Chandigarh, November 2- Haryana Chief Minister, Mr. Manohar Lal said that Micro, Small and Medium Enterprises (MSME) is the backbone of our economy and all out efforts are being made to strengthen it. The agriculture sector is primary in raw production and MSME plays significant role in its production and ensuring its reach to the consumer. Therefore, these sectors are being promoted rapidly.
- The Chief Minister was speaking at Micro, Small and Medium Enterprises – Support and Outreach organized at Sonipat today. On this occasion, the address of Prime Minister, Mr. Narendra Modi was telecast directly through video conferencing. Earlier, the Chief Minister said that under 100 Days Programme, four clusters of Haryana have been selected including Sonipat, Panipat, Manesar and Faridabad.
- Mr. Manohar Lal said that there are one lakh MSMEs in Haryana in which about eight to ten lakh people are employed. The MSMEs also play significant role in export. Therefore, the State Government has concern over the growth of MSME and in this series, facilities are being increased. He said that Samadhan Council has been constituted to redress the grievances related to MSMEs under which 1100 cases were disposed off and Rs 544 crore was awarded. Similarly, cluster development scheme has been implemented under which 70 per cent funds would be provided by the Central Government. He said that 12 clusters are active in the state. A Mini Cluster Development Scheme has been prepared for MSMEs with turnover up to Rs two crore, he added.
- He said that government jobs are limited and ever year opportunities are created for 15,000 government jobs whereas about two lakh youth get ready every year for jobs and MSMEs play significant role in providing jobs to youth. He said that skilled youth are required in MSMEs for which Skill University has been established at Palwal. He announced that new MSME Policy would be released by January 31, 2019 so as to provide more facilities to the MSMEs.
- The Chief Minister, on the spot, redressed the pending matter of 93 power connections in Kundli HSIIDC. He said that new sub-station would be ready by December 31, 2018 and expansion of 132 KV sub-station is being carried out in Rai.
- Replying to the questions of media persons, Mr. Manohar Lal said that as per the orders of the Punjab and Haryana High Court, the roadways unions have agreed to call off their strike. He said that meeting would be held with employees to redress their grievances. Apart from this, with the considerable efforts of the government, the incidents of crop residue burning have reduced significantly in the state.
- Speaking on the occasion, Urban Local Bodies Minister, Mrs. Kavita Jain said that the industries have been provided positive environment in Haryana as a result of which more industrial units would come to Haryana. She said that in terms of Ease of Doing Business, Haryana has reached at third position whereas the state is at top position in North India.
- Member of Parliament, Mr. Ramesh Kaushik and Joint Secretary, NITI Ayog, Mrs. Sumita Misra and Principal Secretary, Industries, Mr. Devender Singh also spoke on this occasion.
- Chandigarh, November 2- Haryana Health Minister, Mr Anil Vij said that the Pneumococcal Conjugate Vaccine would keep children safe from pneumonia and ANMOL - ANM Online Application would keep all their data online.
- The Health Minister was speaking after launching Pneumococcal Conjugate Vaccine and ANMOL – ANM Online Application for the good health of children in the state. As many as 2,735 ANMs of nine districts have been distributed this ANMOL tablet, in the first phase.
- Mr Vij said that every year, 40,000 children suffer from Pneumonia and this vaccine would prove beneficial for them. The market cost of this vaccine, which is given up to the age of nine months in three doses, is Rs 12,000, but this vaccine would be given free of cost to children in all government hospitals.
- He said that ANMOL is an online system through which ANMs of the state are being digitalized for the first time. For this, doctors, officers of the Health Department and ANMs have also been imparted training. He said that in the first phase, ANMOL tablets has been distributed to 2,735 ANMs of districts Ambala, Gurugram, Hisar, Jind, Kaithal, Karnal, Palwal, Sirsa and Mahendragarh. The facility would soon be provided in the remaining districts. With the help of the tablet, ANMs would be able to upload the complete record of pregnant women and immunization record of children on RCH portal, which would also ensure updation of this from time to time.
- He said that the State Government would soon provide Smartphone to all ASHA workers to keep all activities of the department online. In order to provide people with excellent healthcare, 400 Wellness Centres would be opened and in the first phase, 200 Wellness Centres would be completed. Apart from this, Cath Lab facility is also being given in four districts of the state and facility of Dialysis and MRI, CT-Scan is also being provided in about 12 hospitals.
- The Minister said that for the first time, 100-bedded Mother and Child Health Care center would be opened in districts Panchkula, Panipat and Hisar. Each centre would be constructed at the cost of about Rs 20 crore. Apart from this, DNB course has been started to overcome the shortage of doctors in the state. He said that a proposal is under consideration to make it mandatory for doctors, who are doing MBBS from government medical colleges, to serve in government hospitals of the state for minimum one year.

- Chandigarh, Nov 2 – Haryana Minister of State for Labour and Employment, Mr. Nayab Singh said that the labourers in the state would not have to worry about health of his family, education of children and marriage expenditure. The State Government has decided to extent the benefit of Ayushmaan Bharat Yojana to each registered labourer and his dependents. Under the scheme, free treatment facility up to Rs five lakh would be provided to them.
- The Minister was addressing the gathering in Antyodaya Mela - Shramik Jagrukta Avm Samman Samaroh organised at Hisar today. On this occasion, he distributed sewing machines to 1,640 women and handed over cheques of over Rs 1.45 crore to 288 beneficiaries under various schemes.
- He said that the present State Government had launched 24 schemes for the labourers during its four years tenure and disbursed Rs 600 crore to them whereas the previous government had disbursed only Rs 28 crore to labourers in its ten years tenure. He said that the State Government would distribute sewing machines to about 60,000 labourer women and in this series, 35,000 sewing machines have so far been distributed. He said that three Shramik Melas were organised in Hisar area and amount of Rs 88.48 crore had been disbursed to labourers of the area under various schemes.
- The Minister urged the labourers to keep their passbook safely. He said that earlier, the middlemen used to keep the passbooks of the labourers and charged regular fee but never provided any benefit to them. He said that strict action would be taken against such middlemen. If passbook of any labourers is with some middlemen then complaint could be filed with the district administration so that action could be taken against such person.
- Mr. Nayab Singh presented cheques of over Rs 1.09 crore to 127 beneficiaries under Kanyadan Yojana, Rs 10.80 lakh to 30 beneficiaries under Maternity Scheme, Rs 19.11 lakh to 91 beneficiaries under Paternity Scheme and Rs 6.20 lakh to 40 beneficiaries for their son’s marriage.
- MLA, Bhiwani, Mr. Ghanshyam Saraf also spoke on this occasion.
- Chandigarh, Nov 2 – The Durga Shakti App, launched by Haryana Police for the safety of women and girls, is now available on iOS App Store and can be downloaded by iPhone users free of cost. Earlier, it was available on the Android platform.
- While stating this here today, Haryana Director General of Police, Headquarters, Mr K.K. Mishra said that Chief Minister, Mr Manohar Lal had launched this App with the objective to provide immediate police help to women in case of any emergent situation. The state police is making all-out efforts to use technology for better policing.
- He also urged the women and girls to download the App from google play store as well as from iOS App Store on their smartphones as the facility has now been extended to the Apple operating system also. After downloading the app, any woman or girl, who is in distress, could send information along with her GPS location to the Women Helpline number of her district through WhatsApp just by pressing a red button on the app.
- Mr Mishra said that a number of steps have been taken to further empower women and to ensure their safety in the state. Earlier, the reporting of crime against women was less, but now the present Government provided women a unique platform where they can send information without any hesitation to get immediate police help, he added.
- Chandigarh, November 2- Haryana Government has given several major reliefs to the people of the State, on the occasion of Haryana Day which includes abolishing the practice of Lal Dora, monthly pension to the former Sarpanches, presidents of District Councils and Block Committees of the State, inclusion of Chowkidars in the Ayushman Bharat Yojana and life insurance of Rs 10 lakh to those employees working on risky jobs like lineman, assistant lineman, fireman, sewer-man, fire driver and others.
- The Minister of State for Social Justice and Empowerment, Mr Krishan Kumar Bedi gave this information during a press conference, here today.
- Mr Bedi said that the Prime Minister, Mr Narendra Modi would inaugurate the Kundli-Manesar-Palwal expressway through video conferencing on November 10 at 10:30 am.
- He said that the state government has abolished the practice of Lal Dora. Earlier, no registry used to be done for houses or land in Lal Dora. Now, after the end of this practice, they would be able to get their properties registered.
- He said that now all former Sarpanches, Presidents of Zila Parishad and Block Samitis in the state would get monthly pension of Rs 1,000 and maximum pension of Rs 2,000 as honorarium, for one tenure. An honorarium of Rs 2,500 to all former Mayors of all Municipal Corporations for every tenure and Rs 2,000 each to former Senior Deputy Mayor, former Deputy Mayor and Head of every Municipal Council for each tenure. Former Heads of Municipalities would get Rs 1,000 per month for each Tenure. The former Chairman of Zila Parishads and former chairman of Block Samiti would get monthly pension of Rs. 1500 each and vice former chairman would get Rs. 1000 per month for each tenure. This pension would be given for maximum of two tenures and till the age of 60 years. Tenure of two-and-a-half years and above would be considered complete tenure.
- He said that the State has already included Nambardars of the State in the list of beneficiaries under Ayushman Yojna. Now, chowkidars have also been include in the scheme.
- He said that now all the students studying in ITIs, polytechnics, colleges and universities need not make rounds of government offices for making driving license. All desiring students would get learning license for driving from the Principals of their respective institutions and driving tests for permanent driving license would also be taken in their respective institutions and the certificate of passing the driving test would also be issued in their respective institutions.
- He said that under Saksham Yuva Scheme, earlier only post graduate, B.Sc., B.Com and B.A (Maths) youths used get the benefit of the scheme and now it has been extended graduates of all schemes.
- He said that roads of 3/4 karam in rural areas would be made concrete. In this current financial year, 25 kms roads in every Vidhan Sabha constituency would be made concrete. For this, a budget of Rs 300 crore has been provided. Now, all water courses in fields would be constructed at 40 feet per acre instead of 24 feet per acre.
- He said that on November 20, 2017, the state government had provided all Haryana government employees the cashless treatment facility for six types of ailments. Now the facility has been extended to all diseases and its treatment expenses would be cashless.
- In reply to a question related to Jind Bye-election, he said that the Election Commission fixes the date of elections. Our government has been working in the interest of people and is still doing it today
- Chandigarh, Nov 2 – In view of the Vigilance Awareness Week, which is being observed from October 23 to November 3, 2018, the employees of Haryana Police Housing Corporation today took oath in the office premises to maintain integrity and transparency and eradicate corruption in all spheres of life or daily activities.
- On the occasion, all the senior officers were present and observed that corruption is one of the factors inhibiting governance and preventive vigilance can play a prominent role in ensuring good governance.
- During the oath ceremony, all the employees pledged to maintain corruption free environment in the Corporation with their individual efforts and contribution.
- Chandigarh, Nov 2 - A one-day workshop was organised by Haryana Skill Development Mission under the chairmanship of Mission Director, Haryana Skill Development Mission-cum-Vice Chancellor of Shri Vishwakarma Skill University, Mr. Raj Nehru at Panchkula near here today to discuss the achievements and half yearly performance review of the Mission for the financial year 2018-19.
- The key performance indicators with respect to the skill trainings provided under various schemes by the Mission such as SURYA and Saksham Yuvas and Pradhan Mantri Kaushal Vikas Yojana were discussed in the workshop.
- It was apprised that during the financial year 2018-19 till September 2018, total 14,100 number of candidates were enrolled in SURYA, 4,381 number of candidates were enrolled in SAKSHAM YUVAS and 7,366 were enrolled in Pradhan Mantri Kaushal Vikas Yojana and 467 number of candidates were enrolled in Driver Training Scheme to impart trainings under various skill courses.
- Mr. Nehru said that it was a proud moment as Mission’s website www.hsdm.org.in was officially showcased and launched. The various innovative and interactive web solutions designed by the Mission consisting of HDM website, Skilling Convergence, HSDM दर्पण, Naukri Portal by HSDM, and HSDM द्रोण (Mentor –Mentee Connect) was exhibited. These IT solutions would be highly beneficial not only for the HSDM, but for the entire state. The future plan of action for the remaining six months of financial year 2018-19 was also discussed in the workshop and areas for improvements were also highlighted.
- Chandigarh November 2: Haryana Chief Minister, Mr Manohar Lal today directed to make adequate arrangement for the cleanliness of village ponds as well as urban ponds in the State and said that priority should be given to those ponds which are situated within the habitation to avoid inconvenience to the people living nearby. A system should also be put in place for the management of overflowing ponds so that water going waste could be utilized for irrigation purposes, he added.
- Mr Manohar Lal who is also the Chairman of Haryana Pond and Waste Water Management Authority (HPWWMA) was presiding over the first meeting of the Governing Body of the Authority here today.
- He directed that water should be completely drained out from the ponds alteast once in a year before the rainy season to ensure their cleanliness. At present the State has about 18,000 ponds including 15,500 rural ponds.
- The Chief Minister also issued directions for identifying the ponds in the State as has religious significance and said that these be developed from religious point of view. He said that recently he has visited 30 to 35 religious places falling in the districts of Kurukshetra, Karnal and Jind and also announced grant of Rs 30 to Rs 40 crore for the rejuvenation of holy pilgrimages particularly the Sarovars. In the same serious, I would soon visit five ponds being developed and rejuvenated by the Haryana Pond and Waste Water Management Authority, said the Chief Minister.
- The Authority assured the Chief Minister that the problem of overflowing ponds in the State would be resolved within next eight months. The work to identify such ponds is in progress and it would be completed in one month time.
- It was informed that the Command Area Development Authority (CADA) Haryana has taken up a pilot project for installation of solar powered micro irrigation infrastructure on 11 overflowing ponds of 11 villages of four districts costing over Rs 3.74 crore. After successful implementation of these 11 schemes, similar project would be replicated in the remaining identified overflowing ponds in the State.
- It was informed that there are about 3900 rural ponds to which water is being supplied through the canals. The number of such ponds would soon be increased to 4300. One model pond would be developed in each district of the State within next six months. With this, Haryana would be the first State in the country to have one model ponds in each district.
- It was also informed that the work on preparing Pond Atlas is in progress and it would be completed within next three months. At present, details of 10,000 existing ponds have been collected jointly by departments of Irrigation and Water Resources and Development and Panchayats. After the completion of this work, Haryana would be the first state in the country to prepare a pond Atlas where the details about the ponds would be made available online.
- Executive Vice-Chairman of the Authority, Mr Subhash Pandey thanked the Chief Minister for setting up Haryana Pond and Waste Water Management Authority for the management and rejuvenation of natural water resources in the State. He said that a target has been fixed to develop 200 new ponds in the State in the next three years.
- Later, the Chief Minister also presided over the meeting regarding Ease of Doing Business. As a result of the hard work put in by all the Departments, intensive monitoring and support and guidance of Chief Minister, Mr Manohar Lal, Haryana attained 3rd position which was 14 earlier in terms of Ease of Doing business in the country.
- Directions have been issued in the meeting to ensure hundred per cent compliance on Business Reform Action Point (BRAP) - 2018 by November 20 as Ease of Doing Business Rankings is expected to be out by March 2019. The BRAP 2018 reform points have already been conveyed to the concerned departments in the month of June this year.
- Among those present in the meeting included Principal Secretary to Chief Minister Mr Rajesh Khullar, Additional Principal Secretary Mr V. Umashankar, Deputy Principal Secretary Mrs Ashima Brar, Additional Chief Secretary Public Health and Engineering Mr Rajiv Arora, Additional Chief Secretary Industries and Commerce Mr Devender Singh, Principal Secretary Urban Local Bodies Mr Anand Mohan Sharan and other senior officers of the State Government.
