  • Chandigarh, Jan 28– The Haryana Chief Minister, Mr Manohar Lal, today announced a slew of benefits and incentives, including reservation in Outsourcing Policy jobs and financial support for setting up own ventures, for the Scheduled Casts and Backward Classes in the state.
  • Speaking at the Rajya Stariya Samarsta Diwas organized to celebrate the 641stJayanti of Guru Ravidas Ji, at Kaithal today, the Chief Minister said the annual income limit would be increased from Rs 2.5 lakh to Rs 4 lakh under the ‘Medhavi Chhatra Protsahan Yojana’.  This decision would benefit about 15,000 students.
  • Also, provision of ten per cent reservation would be made in jobs under the Outsourcing Policy Part I and II which would be increased in the next phase. As many as 5,000 people would be given the benefit of free tour to Kashi, birthplace of Shri Ravidas Ji, on first-come-first-served basis. 
  • Mr Manohar Lal said ‘Antyodaya Karyalaya’ would be set up at each tehsil office in the state. It would have an Antyodaya officer who would give information about all available schemes run by different departments to the people. The scheme would be implemented next year.
  • About 300 schemes under different names are being implemented by various departments of the state government but people do not know about them. The ‘Antyodaya Karyalaya’ would turn out to be a blessing for the people where they would get information about all schemes.
  • The Chief Minister said provision would be made under which an organization would be deputed to ensure that funds under the SC component of a department are utilized completely. Earlier, funds under this component remained unused due to several reasons and got lapsed every year. This provision would ensure complete utilization of funds and development of people.
  • With a view to ensuring employment to each youth in the state, DRI advance of about Rs 200 crore would be provided to youth through banks to set up ventures and the four per cent interest rate would be borne by the state government. Employment, whether in private sector or government, has so far been provided to about 1.75 lakh youth in the state.
  • Mr Manohar Lal said the state government had been carrying out recruitment to about 300 backlog posts reserved for SCs and BCs of five categories, and interviews for these posts are being held. Efforts would be made every year to complete the backlog of the previous year.
  • Paying tributes of Guru Ravidas ji and Lala Lajpat Rai on the occasion of their jayantis, he said the state government had decided to celebrate jayantis of great personalities at the state level. Following the principle of Antyodaya given by Pt. Deen Dayal Upadhyaya Ji, uplift of every section of society has been ensured.
  • People have not forgotten the atrocities committed on the SCs and BCs during the tenure of the previous government. Memories of the incidents of Gohana and Mirchpur are still alive in the memories of the people. Efforts would be made to safeguard the interests of every person. The Constitution of India has given several rights to people and it is the duty of the state government to safeguard these rights.
  • The Chief Minister said in order to realize the ‘houses for all’ vision of the Prime Minister, Mr. Narendra Modi, the state government is working to ensure housing facility for each family. The facility of health insurance would also be provided to the people of the state.
  • Speaking on the occasion, the Transport Minister, Mr. Krishan Lal Panwar, said the Chief Minister, Mr. Manohar Lal, had not only taken the decision to celebrate jayantis of great personalities at the state level, but also got this decision notified. The Prime Minister, Mr. Narendra Modi, has a vision to provide housing facility to all by 2022 and these houses would be provided to three lakh people in the next five years under the ‘Bhimrao Ambedkar Awas Yojana’.
  • The Education Minister, Mr. Ram Bilas Sharma, said the state government would also organize a state level function in Bhiwani to celebrate Ravidas Jayanti on February 4, 2018.
  • The Minister of State for Welfare of Scheduled Castes and Backward Classes, Mr. Krishan Kumar, said after getting inspiration from the lives of great personalities like Guru Ravidas Ji, the present state government had been formulating welfare policies and schemes for the people. The Chief Minister has given full respect and honour to the people belonging to Scheduled Castes and Backward Classes.
  • On this occasion, the Chief Minister laid foundation stones of and inaugurated 16 projects worth Rs 50 crore.
  • Others who spoke on this occasion included state BJP President, Mr. Subhash Barala, MP Mr Rattan Lal Kataria, and MLAs, Mr. Kulwant Bazigar, Mr. Santosh Sarwan, Mrs. Sunita Duggal and Mr. Ram Avtar Valmiki.
