  • Chandigarh January 29: Adding another chapter of total transparency and zero tolerance against corruption in public services, Haryana Chief Minister, Mr Manohar Lal today inaugurated the new online Plot and Property Management System of Haryana Shahari Vikas Pradhikaran (HSVP) at Panchkula today. He also handed over documents of online purchase of plot, transfer permission and mortgage permission to three persons on the spot.

  • Speaking on this occasion, the Chief Minister described the day as a historical day for HSVP as with the start of this service, the State Government has been successful in its drive of providing e-services to the people of the State.

  • He said that the new system is enabled with various user friendly features wherein an allottee could avail different services provided by Estates Offices in an online mode through web portal. He said that about 3.25 lakh people are connected with HSVP and they had to make frequent visits to  the offices for various works. However, now the implementation of new online Plot and Property Management System would enable the people to submit online applications for various services. The objective of this system is to ensure quick, hassle free and transparent services without visiting the concerned estate office during the submission of application, he added. He said that the allottee would have to visit the estate office as per his online appointment scheduled only once for bio-metric attendance and capturing of photograph.

  • He said that in the first phase various services are covered for residential and commercial properties. These included transfer permission like transfer permission letter (Allottee), transfer permission letter (GPA), transfer permission letter (Family), transfer permission letter (Death), transfer permission letter (Will) and transfer permission letter (Court Decree).

  • He said that the time period for providing these services has also been considerably reduced. The new timelines for these services would be four days instead of existing timeline of 18 days. Similarly, the other services included Re-allotment letter with timeline of four days instead of seven days earlier, mortgage permission and building plan approval with new timeline of three days each instead of seven days, de-mortgage permission with new timeline of  one day instead of seven days and surrender of plot having timeline of four days instead of 10 days earlier.

  • On this occasion, Chief Minister also visited the  different branches of HSVP Headquarter as well as office of Chief Administrator. He also appreciated the efforts of Chief Administrator, Mr J. Ganeshan in implementing the new online Plot and Property Management System.

  • Later on , the Chief Minister also inaugurated the Community Centre in Sector-23 constructed at an estimated cost of Rs four crore and also laid the foundation stone of development projects worth Rs 53 crore of sector-27, 28 and Pinjore-Kalka Urban Complex.

  • Chandigarh January 29: Haryana Chief Minister, Mr Manohar Lal has expressed hope that the Union Budget for the year 2018-19 to be presented by Union Finance Minister, Mr Arun Jaitley would be pro-poor and in the interest of all sections of the society.

  • Mr Manohar Lal was interacting with the newsmen in Panchkula near here today.

  • On being asked about the issue of Municipal Corporation, Panchkula, the Chief Minister said that the matter is under consideration of the State Cabinet. Besides, some technical discrepancies are required to be removed. He said the State Governments’ policy is to ensure the development of all urban and rural areas of the State in a time bound manner.

  • Asked to comment on the upcoming visit of BJP National President, Mr Amit Shah to Haryana, Mr Manohar Lal said that Mr Shah’s visit to the State on February 15 had already been finalized during his previous visit to Rohtak. It is a routine process for the Party President to visit each State as it further strengthens the Party organization.  During his visit on February 15, about one lakh youth from throughout the State would participate in the motorcycle rally.

  • In reply to another question, he said that every Government presents its report card to the public in five years. We would also present our report card to the public on time. Asked to comment on the cabinet expansion, the Chief Minister said that as present there is no such need to expand the State Cabinet.

  • Chandigarh January 29 - Haryana Government has decided to implement ‘eKarma-Programme’ to promote freelancing and entrepreneurship in the State. The scheme which will be started with an initial batch of 2000 persons spread over 21 colleges is in line with the government’s vision of promoting self-employment, entrepreneurship and start-ups among the youth of the State.

  • While stating this here today, an official spokesman said that Chief Minister, Mr Manohar Lal has approved a proposal in this regard.

  • He said that based on the facilities of hardware and internet connectivity available, 21 colleges has been shortlisted for the start of this scheme. The catchment areas of these colleges would provide the young people who would be trained with the requisite skills under this scheme. The Higher Education Department would assist in the effective implementation of this scheme through their principals, he added.

  • The spokesman said that the finalization of eligibility conditions for prospective bidders and the budget for 2000 trainees would be finalized in consultation with KPMG, the knowledge partners of the Industries Department.  He said that the output of this scheme would be measured in terms of foreign exchange earnings made by the trainees within one year of the completion of their training. Besides, it would be ensured that the successful bidder that is service provider commits that the amount earned by the trainees in one year is equal to or more than the amount spent by the government on training of this batch of 2000, he further added.
