  • Chandigarh, July - Haryana Chief Minister, Mr Manohar Lal today launched the state level Swachh Sarvekshan Grameen-2018 under which swachhta survey of the villages of the state would be carried out in the month of August 2018. The best performing states and districts would be awarded on October 2, the birth anniversary of Father of the Nation, Mahatma Gandhi.
  • The Chief Minister was addressing Deputy Commissioners and Additional Deputy Commissioners through video conferencing here today. He urged them to ensure active participation of people to make it a successful social campaign. The Agriculture and Farmers’ Welfare Minister, Mr O. P. Dhankar was also present on this occasion.
  • The ranking of the states and districts would be assessed on the basis of qualitative evaluation in the villages.The ranking would be based on the comprehensive set of Swachhata parameters including survey of public places, citizens’ perception of swachhata and their recommendation for the improvement of the programme.
  • Mr Manohar Lal directed to complete the work of GEO tagging of all toilets at the earliest.The Swachh Sarvekshan Grameen-2018 would be formally launched at district level by Ministers and MLAs concerned. A Committee under the chairmanship of Chief Secretary would soon be constituted to review the progress of Swatchhta works from time to time.
  • He said that already a lot of attention had been focussed on Swachhata works and the survey would create a competition of sort among villages to perform better than others. The gram panchayats were well educated now and quite sensitive towards social problems. He was sure that each village would be tempted to outperform the others in Swatchhta campaign.
  • He appealed to involve Zila Parishads and Zila Samities besides gram panchayats in this campaign and allot some villages to them. The disposal of waste, garbage and cow dung would be properly systemised and the potholes would be filled so as to avoid water logging during this rainy season, he added.
  • He said that the school students should be involved in all such voluntary campaigns to instil in them the sense of cleanliness from the early age. Quite recently, they have been involved in the implementation of plantation programmes. Similarly, they need to be made aware about Swatchhta Abhiyan. A nodal officer would be appointed for this purpose, he added.
  • Speaking on the occasion, Mr O. P. Dhankar said that the state would march towards becoming clean and green though this campaign. He said that the focus should be on making the entire village neat and clean. He said that boundary wall would be constructed around the garbage disposal areas in the villages which would be decorated with beautiful paintings. A seven star Rainbow scheme was already being implemented in the state and the villages were exhibiting excellent performance under the scheme.
  • The Principal Secretary, Development and Panchayats said that survey teams would visit the schools, anganwadis, primary health centres, religious places and markets and a total of 30 per cent marks would be given under this direct observation of cleanliness of these places.Thereafter, under citizens’ feedback, group discussions would be held in village meetings which would be shared with Government of India through mobile app. Interviews of sarpanches and other dignitaries of the villages would be conducted. A total of 35 per cent marks had been kept for this purpose Survey team would also check the level of facilities available in the villages such as use and GEO tagging of toilets and 35 per cent marks would be given for this purpose.The survey would be held on these three criteria, he added.
  • The Additional Chief Secretary, School Education, Mrs Dheera Khandelwal and Principal Secretary, Urban Local Bodies, Mr Anand Mohan Sharan were also present on the occasion.
  • Chandigarh, July 24- The State level Committee in its meeting held here today under the chairmanship of Chief Minister, Mr Manohar Lal today accorded approval to Draft Development Plans of seven towns and cities namely Badsa, Jhajjar, Kalanaur, Rohtak, Nuh, Israna and Madlauda of Haryana.
  • The Chief Minister while presiding over the State Level Meeting of Town and Country Planning directed for developing a sector in district Jhajjar for ex-servicemen. This will be first such sector developed by Haryana Shehri Vikas Pradhikaran which would not impose any enhancement. He also directed the officers to formulate a policy for land pooling in the state.Urban Local Bodies Minister, Mrs Kavita Jain was also present in the meeting.
  • The Chief Minister directed to prepare plan for the development of Mahagrams so as to provide the people of villages with facilities at par with cities and carry out development of villages in a planned manner.
  • Three Development schemes of Jhajjar, Rohtak and Kalanaur were revised in order to incorporate the latest policies of the department namely Deen Dayal Jan Awas Yojna, New Integrated Licensing Policy (NILP)-2015, Affordable Group Housing and Haryana Building Codes-2017. Apart from this, due to changes in alignment of roads and population or density, these Draft projects had been amended to bring it in conformity with regional plan of National Capital Region.
  • It was informed in the meeting that the Draft Development Plans would be published to invite objections and suggestions from people.

Das, Principal Secretary, Irrigation and Water Resources, Mr. Anurag Rastogi, Principal Secretary, Urban Local Bodies Department, Mr. Anand Mohan Sharan, Principal Secretary, Town and Country Planning, Mr Apoorva Kumar Singh.
