Chandigarh, August 29 - Haryana Chief Minister, Sh. Manohar Lal said that with the introduction of the recruitment policy for Group C and D government has rightfully addressed the issue of prolonged delays in government recruitment procedures. In the past, the number of posts were also high and the categories of posts were also numerous. Therefore, to speed up this process, the government made a new policy for Group C and D recruitment.
The Chief Minister gave this information while replying to a question raised by a member during the Question Hour in the ongoing Monsoon Session of the Haryana Legislative Assembly, here today.
Sh. Manohar Lal said that under the new policy, a separate cadre will be established specifically for Group D posts. This will be accompanied by the implementation of a comprehensive examination. Additionally, the policy allows candidates who are selected and later wish to change their posting to different departments can do so based on seniority considerations,” said Sh. Manohar Lal.
The Chief Minister further informed the House that the Group C recruitment has been challenging due to the presence of different service rules within different government departments. This diversity in rules has made it impractical to conduct a singular, unified examination for all Group C positions. To overcome this hurdle, the government has moved forward with advertising around 35,000 Group C vacancies under a newly designed Common Eligibility Test (CET) exam.
Sh. Manohar Lal informed that the total number of candidates who applied for CET examination were 11,22,232. Out of these, 3,59,146 qualified the CET Phase-1.
“In line with this policy, an expansive framework of 64 categories has been established according to the same qualification. Separate examinations have been structured for each of these categories.
In an effort to ensure transparency and the selection of highly qualified candidates, a strategy has been put forth whereby a number of candidates four times the count of those who have passed the CET exam-1 will be called for the selection process,” said Sh. Manohar Lal.
He said the latest examination conducted pertained to Group 56-57 groups. However, an issue concerning the repetition of questions arose during this particular examination is sub-judicious.
The Chief Minister informed that the age relaxation granted to candidates who had applied for certain advertisements issued by the Haryana Staff Selection Commission which were subsequently withdrawn for administrative reasons. Also, the age relaxation granted to those candidates who have worked on equivalent post on ad-hoc / contract / work-charged / daily wages basis excluding the period of break in any Department / Board / Corporation of Haryana Government including Government-aided-institutions, informed the Chief Minister.
"Further, the Government allowed age relaxation to candidates who belong to certain special categories like scheduled castes, backward classes, persons with disability for CET examination", said Sh. Manohar Lal.
He said that for the candidates who were given age relaxation in CET exam, the Haryana Staff Selection Commission, on April 30, 2023 has decided that the candidates, who were eligible at CET Stage-I but have now become over age be allowed to appear for Stage-II provisionally. If they get selected then their post shall be kept on hold and their case shall be sent to Government for approval/relaxation at that stage.
If due to cancellation of previous examinations, a candidate has crossed the maximum age limit of 52 to enter in Haryana Government Service then he/she shall also be allowed to apply provisionally. In case he/she gets selected then the post shall be kept on hold and Government's opinion will be taken, said the Chief Minister.
