Chandigarh July 15: Haryana Chief Minister, Sh Manohar Lal said that Hi-tech and mini dairy schemes are being run by the State Government to enable the small farmers and youth in rural areas to start their own ventures. Under the scheme, which aims to increase milk production along with providing self-employment opportunities to the youth, 25 percent subsidy is given on the cost of the milch animals for the setting up of a mini dairy of up to 10 milch animals.
Likewise, under the scheme to provide employment to scheduled caste people, 50 percent subsidy is given on opening a dairy of two or three milch animals. Apart from this, interest subvention is given on the setting up of Hi-tech Dairy of 20 or more milch animals. As many as 13,244 dairies have so far been established during the tenure of the present government.
Sh Manohar Lal was interacting with beneficiaries of Mini and Hi-tech dairies of the Animal Husbandry Department through audio conferencing as part of the ‘CM ki Vishesh Charcha’ programme here today. On this occasion, the Chief Minister greeted the people of the State on the auspicious occasion of Savan Shivratri .
Dairying is an effective medium through which farmer can get an additional income *
While maintaining a direct dialogue with the dairy owners, he said that they are not only the beneficiary of Hitech and Mini Dairy Units, but also a progressive cattle rearer who strengthens the rural economy and provides employment opportunities to the youth in the villages itself. He said that along with farming, we have an ancient tradition of rearing milch animals. Earlier, milch animals were reared only to meet the domestic requirement of milk. But now the time has changed and with time the needs have also changed. Therefore, cattle rearing needs to be looked at from a commercial point of view. As, today the land holding is continuously shrinking, farmers need to find alternative means to generate additional sources of income and dairying is an effective medium through which farmers can get an additional income, asserted the Chief Minister. He said that the Sanjhi Dairy project has been started by the State Government, under which a shed is built on panchayat land for cattle owners who do not have enough space to keep their animals.
Schemes started for the welfare of cattle rearers will go a long way in increasing their income
During the Samvad, Hi-tech and mini dairy beneficiaries thanked the Chief Minister for implementing various schemes and programmes in the interest of farmers. They said that the present State Government is the real well-wisher of the farmers and schemes started for the welfare of cattle rearers in the State would go a long way in increasing their income and make them self-reliant.
Instructions issued to DCs to arrange green or dry fodder for the cattle in rain affected districts
Referring to the heavy rains that lashed different parts of the State recently, he said that crops have been damaged due to excessive rainfall in Ambala, Yamunanagar, Kurukshetra, Karnal, Panipat and Kaithal districts. Instructions have been given to the Deputy Commissioners of these districts to get green or dry fodder from the districts where there is no problem of water logging and make it available to the cattle rearers. He assured all assistance to the cattle rearers of the State for the animal husbandry businesses so that the vital contribution of animal husbandry in the development of the rural economy of the state could increase further.
Haryana is world famous for its Murrah breed of buffalo
Describing the availability of high-quality breed cattle, capital for setting up dairy units, proper arrangements for purchase and processing of milk, modern veterinary facilities and research, insurance facility and mutual support as the main pillars of the dairy industry, the Chief Minister said that it is a matter of pride that all these facilities are available for the success of dairy units in Haryana. The State is world famous for its Murrah breed of buffalo. Apart from this, Rathi, Sahiwal and Gir cows are also reared in Haryana.
Under Pashudhan Kisan Credit Card Scheme, cattle rearer gets a loan of Rs 1.60 lakh without any collateral security
Throwing light on the ‘Pashudhan Kisan Credit Card Scheme”, Sh Manohar Lal said that the scheme has been launched to meet the capital requirement for cattle rearing. Under this scheme, Pashudhan Kisan Credit Cards are given to cattle rearers rearing cows, buffaloes, sheep, goats and pigs and with this card, any cattle rearer gets a loan of Rs 1.60 lakh without any collateral security. However, for loans above this, collateral security has to be given, he said, adding that 1.54 lakh Pashudhan Kisan Credit Cards have so far been approved by the banks. He exhorted the farmers to take advantage of this facility and pay the loan installments on time, so that they do not face any problem in taking further loans.
Haryana has 3300 cooperative milk societies for milk purchase
The Chief Minister said that the Cooperative movement has played an important role in bringing white revolution in the country. Quoting the example of Amul, he said that today Amul's milk products are available in every part of the country. A network of cooperative milk societies is also spread in Haryana. At present, there are 3300 cooperative milk societies in the state for the purchase of milk. Apart from this, the State has 6 milk plants for milk processing, whose daily milk processing capacity is 9.45 lakh litres. It is an added advantage for the milk producers of Haryana that a huge market of Delhi is available for sale of milk and milk products. He said that under the Mukhyamantri Dugdh Utpadak Protsahan Yojana, incentive at the rate of Rs 5 per liter is also given to the milk producers of cooperative milk societies in the State.
An amount of more than Rs 1. 86 crores given as scholarship to the children of 5,140 milk producers of the State
Divulging details of the schemes implemented for the children of milk producers of cooperative milk societies, the Chief Minister said that under the scholarship scheme an amount of Rs 2100 and Rs 5100 is given as scholarship on getting more than 80 percent marks in class 10th and 12th respectively. An amount of Rs 1 crore 86 lakh 24 thousand has so far been provided as scholarship to the children of 5140 milk producers under this scheme.
Pandit Dindayal Upadhyay Samuhik Pashudhan Bima Yojana started to make cattle rearing risk-free
The Chief Minister said that Pandit Dindayal Upadhyay Samuhik Pashudhan Bima Yojana has been started to make cattle rearing risk-free. Under this scheme, any cattle rearer can get his large animal insured by paying a premium of Rs 100 to 300 according to milk production capacity and small animal by paying a premium of Rs 25. Whereas, the cattle of Scheduled Castes cattle rearers are insured free of cost. Under this scheme, 8.52 lakh cattle have been insured. He urged the famers to get their animals insured. Similarly, under the accident insurance scheme, the milk producers of cooperative milk societies are given accident insurance of Rs. 5 lakh per person. Now, this amount has been increased to Rs 10 lakh. Under this scheme, an insurance amount of Rs 3.10 crore has so far been paid to 62 beneficiaries, he further added.
Under the mini dairy scheme, cattle rearers setting up a dairy unit of 3 or 5 indigenous cows are given 50 percent subsidy on the purchase price of cows*
Sh Manohar Lal said that under the mini dairy scheme of indigenous cows, to promote the conservation and development of indigenous breeds of cows and to promote cow breeding in the state, the cattle rearers setting up a dairy unit of 3 or 5 indigenous cows are given 50 percent subsidy on the purchase price of cows.
Under the 'Mukhya Mantri Antyodaya Parivar Utthan Yojana', more than 20,000 applicants have been provided loan for self-employment
The Chief Minister said that 'Mukhya Mantri Antyodaya Parivar Utthan Yojana' has been launched in the State to increase the income of the poorest families. Under this, the Animal Husbandry and Dairying Department has received the maximum number of applications. Over 60,000 applications have been forwarded by the Department to the banks and of these, more than 20,000 applicants have already been provided loans for self-employment. He assured that the Haryana Dairy Development Cooperative Federation would provide all assistance to them for the sale of milk also. Form milk producer organization on the lines of the Agriculture Farmer Producer Organisation for additional income
He said that the mini and hi-tech dairy beneficiaries should not be confined to giving milk to the milkman or selling it in the market instead they should add value to milk, produce and sell other milk products like ghee, butter, paneer and sweets directly to the consumers. This, he said, would give them additional income. For this, they should form a milk producer organization on the lines of the Agriculture Farmer Producer Organisation, brand their milk products and sell them. He said that Hansi ka Peda, Burfi of Rewari and Jaleb of Gohana are famous in the country.
On this occasion, Sh Manohar Lal urged the dairy beneficiaries to take maximum benefit of all the schemes being run by the Government and do the work of cattle rearing and setting up of dairy units with added zeal and commitment. He said that beside milking, they should also take care of their cattle, as in our society cattle are taken care of as a family member.
