Chandigarh, May 9: Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today accorded approval to a proposal regarding amendment in Haryana Civil Services (Pay) Rules, 2016, Haryana Civil Services (Revised Pay) Rules, 2016 and Haryana Civil Services (Assured Career Progression) Rules, 2016.

These rules may be called the Haryana Civil Services (Pay) Amendment Rules, 2023. Haryana Civil Services (Revised Pay) Second Amendment Rules, 2023 and Haryana Civil Services (Assured Career Progression) Amendment Rules, 2023. These rules shall be deemed to have come into force with effect from January 1, 2016.

Second proviso of Rule 16 (1) of the Haryana Civil Services (Assured Career Progression) Rules, 2016 was incorporated in original rules to disallow an option to a state government employee, to switch over the revised pay structure from the date of grant of first Assured Career Progression (between 1st day of January 2016 to date of notification of ACP Rules i.e. 28.10.2016) or July 1, 2016. This provision was disadvantageous for the employees.

To remove this distortion, keeping in view undue hardship caused to concerned employees, the state government had decided to delete the Explanation-3 below Rule 16 (1) of the Haryana Civil Services (Assured Career Progression) Rules, 2016.

Further, the state government has decided to allow Assured Career Progression corresponding to the modified Functional Pay Level as defined in Schedule-IA appended to the HCS (ACP) Rules, 2023.
