Chandigarh, April 11 – Haryana Chief Minister, Sh. Manohar Lal while taking a dig at the previous governments said that unlike them, his government defines regionalism as entire Haryana, politics of casteism, familialism as Haryana Ek-Haryanvi Ek.
He said that unlike Opposition who had cheated people in the name of development; the present State Government has ensured that deserving, meritorious get jobs along with ensuring that eligible beneficiaries get scheme benefits at their doorsteps.
“For previous governments, regionalism meant development of their assembly constituency, but for us, regionalism means holistic development of Haryana. Soon after coming to power in the year 2014, we gave the slogan of Haryana Ek-Haryanvi Ek and working for the upliftment of those at the bottom of the pyramid,” said Sh. Manohar Lal while speaking during a programme held in Karnal late last night.
He said that in the last eight and a half years, along with strengthening the infrastructural development, the state government has also laid special emphasis on providing quality education, safety to women, and raising the living standard of the poor. However, much more needs to be done yet, said the Chief Minister.
Responding to the statement of the opposition that a budget provision of only Rs 300 crore was made for health, the Chief Minister said that the people of the opposition did not read the figures correctly. Rs 300 crore has been written only under the head of family welfare. The total budget for health is Rs 9604 crore.
He said that according to the WHO standard, there is a requirement of 28 thousand doctors in the state. There are 13 thousand doctors including private doctors in the state. The state government is taking various steps to increase the number of doctors. A medical college is being opened in every district. With the establishment of colleges in all the districts, MBBS seats will increase in the state. In the year 2014 there were 700 MBBS seats in Haryana and today this year admission has been done for 1835 seats. He said that along with allopathy, we are also promoting Ayurveda. For this, wellness centres are being opened in every village.
CMIE's unemployment figures about state’s unemployment are fictitious
Reacting to Opposition's claims that State’s unemployment graph is on rise, the Chief Minister said that the opposition keeps talking about the unemployment figures of the CMIE organization.
It is a private institution, sometimes it claims that 24 percent of State Youth are unemployed, sometimes it becomes 34 percent and sometimes 27 percent. From this one can clearly understand that how reliable and factual CMIE's data is. As per verified data of Parivar Pehchan Patra (PPP) unemployment in the state is only 5-6 percent, said Sh. Manohar Lal.
Opposition sharing unreal figures about State debt, we have taken loan within the prescribed limit
Taking a dig at the statement given by the opposition regarding government's debt of Rs 4 lakh crore, the Chief Minister said that Opposition sharing unreal figures about State debt.
“We have taken loan within the prescribed limit. In the year 2014-15, the previous government had left the debt of 71000 crores in the budget. Together, the combined loss of the four power department companies was Rs 31,000 crore. If we add this deficit, then the debt is more than Rs 1 lakh crore. But we took a loan of Rs 27,000 crore from the power corporations in the state budget. Now Opposition refrain themselves from debating about the 31000 crores of the power DISCOM’s,” said Sh. Manohar Lal.
He said that any government can borrow up to 25 per cent of GSDP and we are within this limit. At the time of Congress, the state's GSDP was 3 lakh crore, according to which they had taken a loan. But today with our efforts the GSDP has reached 10 lakh crore. We are taking loans according to this GSDP limit. Also, as per FRBM the loan should be within 3 per cent, our loan is also within this limit, shared the Chief Minister.
Opposition is daydreaming about coming back to power
Taking a dig at Opposition for dreaming about coming back to power, the Chief Minister said that unlike them we have not cheated people with false dole-outs, rather we ensured that deserving and meritorious get jobs, eligible beneficiaries get scheme benefits at their doorsteps. For these radial changes we introduced various IT reforms, which, however, Opposition find hard to digest.
He said that troubled by these now the Opposition has started calling us ‘government of portals’ but they too know the reality that these portals have certainly dented their age old malpractices.
“We will continue to launch new portals to give further boost to our faceless, paperless and transparent governance crusade. ‘Janta Jarandhan’ very well understands and knows the difference between our government and previous governments”, said Sh. Manohar Lal.
Haryana aims to implement NEP by the year 2025
The Chief Minister said that the state government has set a target to completely implement the National Education Policy (NEP) by the year 2025. Radical changes have been brought to provide quality education and taking a step further in this direction, 4000 new play way schools are being opened in Haryana. To promote regional languages, courses have been started. Now engineering courses have been started in Hindi language. Self-financing system is being implemented in the education sector so that educational institutions become self-sufficient. However, the government is already the required amount of to be spending the budgetary allocation made for the education of poor children, shared Sh. Manohar Lal.
The work of special Girdawari will be completed soon
The Chief Minister said in view of excessive levels of rainfall received by State and consequent damages to the crops, it is imperative to provide timely relief to the farmers and for this the work of special Girdawari has been expedited and will be completed soon.
The government is standing shoulder to shoulder with the farmers. They will be given full compensation. In order to complete the work of Girdawari before harvesting, necessary directions have also been given to Deputy Commissioners. I have spoken to the Union Food and Supplies Minister to waive off the luster loss in the crop. After getting this exemption, farmers will not have to bear the loss due to luster loss, said Sh. Manohar Lal.
