Chandigarh, January 26 – Haryana Chief Minister said that in the last more than eight years, the state government has done the work of instilling new hope among its citizens by bringing radical changes in the system while working with a new vision of maximum governance minimum government.
"We have focused on the upliftment and welfare of every individual, as a result of which the graph of the Ease of Living and Happiness Index is continuously rising in the state," said Sh. Manohar Lal while speaking as the Chief Guest at the 74th Republic Day celebrations held at Jagadhari, Yamunanagar today after unfurling the National Flag.
Firstly the Chief Minister paid floral tribute to the martyrs at the war memorial. He inspected the parade by contingents of Haryana Police, Women Police Contingent, Home Guard, NCC Battalion and Scouts, etc.
The Chief Minister called upon the citizens that on this Republic Day, each one of us should take a pledge to keep national unity and integrity intact and work unitedly for the happiness and prosperity of the country and the state.
While addressing, Sh. Manohar Lal said today is a great day in the history of our country when we got the pride of being the citizens of the world's largest republic, India. On this day, 73 years ago, a new sun of the Republic rose in our country.
“I urge the citizens to ensure their participation in the welfare of the society and take a resolve, I will take only what I deserve, I should get what I am entitled to, and will not take any benefit that I am not entitled to,” asserted the Chief Minister.
We are proud of being called as ‘government of portals’
Sending a strong and clear message to those who call ‘Manohar Sarkar’ a government of portals, the Chief Minister said, we have ensured the maximum use of IT in the governance so as to minimize human intervention. The result of this is that today people are getting government services, schemes and other benefits at their doorstep.
“Our government is often called the ‘government of portals’. I am proud of being called as ‘government of portals’, through these portals we have introduced paperless and faceless governance in Haryana. During our tenure, we have launched more than 100 apps and portals that have ensured transparency in the distribution of benefits of schemes and services. Now every eligible person is getting their benefits, while the ineligible ones are being identified,” said Sh. Manohar Lal.
He said that it is only because of the portal system that today the benefits of Shagun Yojna, old age pension, and scholarships of students are being directly reached to the accounts of the beneficiaries with just one click.
“The subsidy to the farmers for buying fertilizer, seed, machinery subsidy, crop compensation, and crop purchase money is also being directly transferred into the accounts of the farmers. Besides this, it is only because of these IT reforms that now the farmers do not have to make rounds of the offices of the Patwaris to get the Fard (Jamabandi) for their land. Now they can get the same with just one click. Youth wishing to go abroad can also upload the necessary documents online while sitting at home to get their passports,” asserted Sh. Manohar Lal
PPP a key document in delivering the benefits of citizen-centric services at the beneficiary's doorsteps
The Chief Minister said that because of this portal, Prime Minister, Sh. Narendra Modi's vision of the one nation-one ration card has come true. Haryana too has started the facility of giving online ration cards to BPL families. Now BPL families are getting automated ration cards.
Earlier, the BPL cards used to be made at one time only. Now we have made income slabs dynamic. If the income of a family decreases, then their BPL card will be generated automatically. All this has been possible because of PPP. With this single document, now the eligible person is getting the benefits of all the schemes and services while sitting at home, said Sh. Manohar Lal.
Special emphasis laid on socio-economic and educational upliftment of Antyodaya
The Chief Minister said we are following the basic mantra of Sabka-Saath Sabka-Vikas Sabka-Vishwas Sabka-Prayas and Antyodaya Darshan of Pandit Deendayal Upadhyay. The government has made equal development of every region and every class. Special priority has been given to the socio-economic and educational upliftment of poor people.
“In the last more than eight years, the government has made a strong attack on 3C-Corruption, Casteism and Crime. Along with this, emphasis has been laid on promoting 6-S i.e. Education, Health, Security, Self-Reliance, Self-Respect and Good Governance have been kept paramount. The year 2023 is being celebrated as Antyodaya Arogya Varsh,” said Sh. Manohar Lal.
He said that the State Government aims to open a medical college and 200-bed hospital in every district. An adequate number of schools and a college has been opened under the cluster-based approach. To strengthen the economic condition of every region, clusters of small and medium-scale industries are being established at the block level. Clean drinking water is being made available in every household, said Sh. Manohar Lal.
HSGDA set up for ensuring the development of the Villages
The Chief Minister said that the development of villages is one of the topmost priorities of the State Government. Haryana Smart Gram Development Authority (HSGDA) has been set up to develop city-like facilities in villages too. The Gram Darshan portal has been started to make rural areas for getting their desired development works. 24 hours electricity is being provided in 92 percent of villages of the state, he informed.
“The Central Government has implemented Haryana’s scheme of making villages Lal Dora free under the name of Swamitva Yojana. Under this scheme in Haryana, so far, Swamitva cards have been issued to more than 24.50 lakh families of 6251 villages,” informed Sh. Manohar Lal.
Decentralization of the PRI powers
The Chief Minister said that the government has given more autonomy to Panchayati Raj Institutions (PRIs) by decentralizing their powers. After this, all the development works of the PRIs will be done from the funds and grants-in-aid of the Gram Panchayat, Panchayat Samiti and Zila Parishad. Now, the Gram Panchayat, Panchayat Samiti and Zila Parishad will be able to get the development work of their villages at their own level only, shared Sh. Manohar Lal.
Haryana aims to implement NEP by the year 2025
The Chief Minister said that the New National Education Policy 2020 has been implemented at the national level to provide culture-based and employment-oriented education to the future generation.
In Haryana, we have set a target to implement NEP completely by the year 2025. Work is being done on the concept of imparting education from KG to PG within the same campus. On the lines of private schools, 126 new Sanskriti model schools have been opened in the state. Besides this about 6 lakh tablets have been given free of cost to the students of class 10th and 12th studying in government schools, he informed.
“Chirag Yojana has been implemented to give the opportunity to poor children to study in private schools. In this, the state government pays the school fee of the students covered under this scheme,” shared the Chief Minister.
He said that a one-time registration system has been started so as to ensure that any candidate does not have to repeatedly pay fees while applying for any job. Recently exam has been conducted for Group-C category posts. The CET exam for Group D will be held soon, informed Sh. Manohar Lal.
He said that for the students looking for education and employment opportunities abroad, the facility of getting free passports has been started in colleges and polytechnics. Foreign Cooperation Department has been set up to provide education and employment to the youth abroad and to attract investment, informed the Chief Minister.
204 sportspersons got government jobs
Sh. Manohar Lal said that Haryana is the only state in the country, which gives maximum cash prize money to medal-winning sportspersons. We have given cash prizes of more than Rs 375 crore to sportspersons. Haryana is the first state in the country, which has given an advance amount of Rs 5 lakh to the sportsperson for preparation as soon as he qualifies for the Olympic and Paralympic Games, he asserted.
Along with this, a provision has been made to give an advance of Rs 2.50 lakh to Asian, Para Asian and Commonwealth players. The state government has drafted the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018 to ensure secure employment for outstanding players. For the sportspersons, 550 new posts have been created in the sports department. Sportspersons have been given 3 percent reservation in Group-C jobs. Apart from this, 204 sportspersons have been given government jobs, shared the Chief Minister.
The poor are getting health benefits via CHIRAYU Haryana Yojana
The Chief Minister said that the state government has implemented CHIRAYU Yojana from November 21, 2022, while expanding the scope of the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana. Under CHIRAYU Yojana, the expenditure of up to Rs 5 lakh for families with an annual income less than Rs 1.80 lakh is being borne by the Haryana government.
With the launch of the CHIRAYU Yojana, about 13 lakh families have got the facility of free treatment. Besides this, 15.89 lakh families are eligible to get benefits under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana, informed Sh. Manohar Lal.
The government is continuously working for the welfare of the farmers
The Chief Minister said that Haryana is an agrarian state. The compensation amount given to farmers has been increased from Rs 12,000 to Rs 15,000 per acre for crops damaged due to natural calamity.
Meri Fasal Mera Byora portal has been started to provide financial assistance to farmers for the purchase of crops, fertilizers, seeds, loans and agricultural equipment while sitting at home. In the interest of sugarcane farmers, the state government has increased the price of sugarcane by Rs 10. Now the sugarcane price in Haryana is Rs. 372, shared Sh. Manohar Lal.
The state government has procured every single grain at the Minimum Support Price. Agroforestry has also been added to the Mera Pani-Meri Virasat scheme for crop diversification and water conservation. Now, for planting 400 trees per acre in place of paddy, the farmer is being given an incentive of Rs 10,000 per acre per year for 3 years. Besides this, Pashu Kisan Credit Card Scheme has been started on the lines of the Kisan Credit Card to encourage animal husbandry, shared Sh. Manohar Lal.
He said that to promote industries, M.S.M.E. Department has been formed and Haryana Traders Welfare Board has been formed to solve the problems of the traders.
On this occasion, the Chief Minister also observed the cultural programme presented by the children and honoured the officers and employees who did remarkable work by giving them certificates.
