Chandigarh, December 27 - Haryana Chief Minister said that a Rationalization Commission will be set up in the state to rationalize posts in government departments as per the requirement. This Commission will rationalize the number of posts in every department; announced Sh. Manohar Lal while replying to the calling attention motion introduced in the house regarding the recruitments being done through the Haryana Kaushal Rozgar Nigam on the second day of the winter session of the Haryana Legislative Assembly today.
The Chief Minister made it clear to the House that complaints of exploitation of employees were received in cases of outsourced employment done through contractors. Thus, ending the same, Haryana Kaushal Rozgar Nigam has been set up to save all such employees from this exploitation.
Through this Nigam, initially, temporary employment is offered for a period of one year on contract basis. These youth will have to leave the job if any other person is recruited on a regular basis through Haryana Public Service Commission and Haryana Staff Selection Commission. However, these youth can also apply for regular recruitment.
Sh. Manohar Lal said that through HKRN first priority is given to those with higher educational qualifications. He said that so far only 4000 to 5000 TGT, PGT recruitment has been done through HKRN and he himself had telephonically talked to 10 candidates each inquiring if they have received any deployment message from the Nigam or not. All such candidates are given 15 days joining time.
The Chief Minister said that apart from these 4000 to 5000 employees who are already working under outsourcing, their data has been ported to the Nigam. However, during this porting an issue was raised as to how many persons were hired by the contractor, how many were made to join and the data of how many was given to the Nigam. This is a matter of investigation. In the next session, efforts will be made to table the data regarding in the House.
“Our government has made a provision that if any employee wants to go for regular recruitment to a higher post, then he does not need to take No Objection Certificate, only the concerned department has to be informed about the same by the employee,” said Sh. Manohar Lal.
He apprised the House that 37 per cent candidates belong to Scheduled Castes in the recruitments done so far through Nigam. Similarly, the percentage of BC-A and BC-B is 27.4 per cent.
The Chief Minister said that the recruitment norms being adopted by Nigam would now be displayed on the Nigam’s website. This criteria includes marks as per the Mukhyamantri Antyodaya Parivar Utthan Yojana, BPL annual income of Rs 1.80 lakh and marks given to the income group, essential educational qualification etc. From now onwards the candidate himself can calculate his/her marks according to the cut off merit.
The Chief Minister said that whenever his government brings any radical change in the system, it greatly troubles the Opposition as they can’t digest these radical changes.
While taking a poetic dig at the Opposition, Sh. Manohar Lal said, ”Aiyna uthaya na karo,utho toh pehel khud dekha karo. Aaina kahi bhi tootta hai toh naam mera hi aata hai, kaya mai pathar hu, jo mujh par ilzaam lagaya jata hai”
He said that the population rate in the age group of 0 to 10 years is 9 percent, 12 percent in the age group of 10 to 20 percent and 18 percent in the age group of 20 to 30. While the population in the age group of 20 to 60 age group is 57 percent. These figures indicate that the population rate is decreasing in the state and the number of school going children will be less in the coming times, so we have to change the system.
The Chief Minister said that even today 40,000 to 50,000 posts are shown vacant out of the total sanctioned posts of JBT. Whereas even after JBT recruitment, the number of teachers is surplus.
“We reduced the teacher-student ratio from 1:30 to 1:25 to accommodate the surplus teachers. In some places, there are 2 PRTs in primary schools having a student strengthen of 5 to 10 students only. In this way, we have also closed 145 schools, where the number of students was less than 20. We have accommodated the students of such schools in nearby schools. For this, transport facilities have also been made available to them. The buildings and grounds of these schools will be used appropriately. Instead of giving jobs to teachers, the aim should be to provide education to every child,” said Sh. Manohar Lal.
The Chief Minister said that it may be possible to provide only 20,000 government jobs in a year, not more than that. We have given 1 lakh jobs in the last 8 years and now efforts will be made to recruit a maximum 50,000 more employees in the coming time.
He said that through the Haryana Kaushal Rozgar Nigam, manpower is being made available in government departments and corporations in a transparent manner. Also, if any private company or agency is in need of manpower, then it too can send demand to Nigam. The government has made such a system in a transparent manner, in which it is also being ensured that the youth get EPF, ESI benefits.
Earlier the recruitment system was running through private agency, from where government departments, corporations and private companies also used to take manpower. If the same arrangement has been made by the government by creating a transparent platform that is HKRNL, then what is wrong with this, said Sh. Manohar Lal.
Challenging the Leader of the Opposition, Sh. Bhupinder Singh Hooda and all 90 MLAs in the House, the Chief Minister said that they can share the details if relatives of any MLA have got jobs through HKRN. Nepotism has no place in the recruitments being done through HKRN.
“We have done the work of providing jobs to the poor families and the needy in a transparent manner, so that they can earn their living,” said Sh. Manohar Lal.
He said that the Opposition repeatedly gives baseless statements like, if they will again come to power, they will end the PPP system, withdraw all the IT (Portals) launched by us and will also end the merit based recruitment system started by us. But I want to clarify that the more you curse our IT reforms, the more we will bring them to give transparent governance” added Sh. Manohar Lal.
The Chief Minister said that launching a portal for every public centric scheme or service is troubling the opposition because it has ended their age-old middleman and broker system.
The Chief Minister requested the MLAs that if any mistake related to income verification in the Parivar Pehchan Patra is raised before them, then they should contact the concerned Additional Deputy Commissioner and get the errors rectified.
He said that on the basis of income verification in PPP, names of 9 lakh people have been deleted from the BPL list and names of 12 lakh new beneficiaries have been added.
Sh. Manohar Lal said that the State Government has constituted an Overseas Placement Cell. Under this, assistance is being provided by the government to send the youth abroad to provide employment opportunities. Till now private agencies used to send the youth abroad through illegal means which certainly increased the cases of ‘Kabtoorbazi’. Thus the government has given a fair platform, so that the youth can take advantage of this and find employment opportunities abroad in a transparent way.
