Chandigarh, September 30- Haryana Chief Minister, Sh. Manohar Lal while chairing a high-level meeting with the Administrative Secretaries here today said that like each year this time also uninterrupted and hassle-free conduct of procurement operations of Kharif Marketing Season 2022-23 should be ensured.
The Divisional and Deputy Commissioners and Chairmans of government procurement agencies also attended the meeting held through video conferencing. Deputy Chief Minister, Sh. Dushyant Chautala, Chief Secretary, Sh. Sanjeev Kaushal, Chief Principal Secretary to Chief Minister, Sh. D.S Dhesi, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal also remained present in the meeting.
"As the procurement of Kharif crops will be from today, therefore proper installation of moisture meters, weighing scales along with proper transportation facilities, timely lifting, installation of CCTV camera and further strengthening of Mandi infrastructures should be ensured," directed Sh. Manohar Lal.
The Chief Minister said that since untimely heavy rains started one week before procurement has caused problems for the farmers who have already brought their crops to the Mandis, therefore the officers concerned should ensure that the proper drying up of such crops is done before final procurement.
He further directed that the officers should also ensure that the moisture content in the crop brought for the procurement should be within the prescribed 17 percent.
"Proper installation of moisture meters should be ensured and the old ones should also be replaced after proper calibrations. Digital moisture meters have been installed in most of the Mandis but for the satisfaction of the farmers, even the manual ones should also be kept in the mandis. Farmer satisfaction should be our utmost priority", added Sh. Manohar Lal.
DCs should regularly visit the Mandis to ensure hassle-free procurement, Chief Minister
The Chief Minister directed that apart from the Administrative Secretaries, the Deputy Commissioners should also regularly visit the mandis to ensure hassle-free procurement.
The timely readdress of the grievances of the farmers should be done. A meeting should be held with millers and the paddy distribution should be done transparently. The procurement chain should be done systematically. The daily data update of the procurement should also be done, directed to Sh. Manohar Lal.
Stock clearance should also be done on regular basis
The Chief Minister directed that crop stock clearance should also be done on regular basis. For this, the Deputy Commissioners should do regular inspections of the Mandis.
Set up additional purchase centres near Mandis to avoid overcrowding, Chief Minister
The Chief Minister further directed that scheduling of the farmers bringing their crops should also be ensured well in time and adequate lifting arrangements should be made in every Mandi. Additional purchase centres should be set up near every Mandi to avoid overcrowding the Mandis.
"Separate SOPs should also be prepared and distributed for farmers, the marketing board, millers, arthiyas and Mandis. Huge pamphlets carrying Important information should be distributed in the Mandis," directed Sh. Manohar Lal.
He said that the administrative Secretaries should personally visit the Mandis to review the procurement arrangements and to ensure that farmers visiting the Mandis do not face any problems.
Set a target to procure millet
The Chief Minister said that from day one target should be set to procure millet. The mandis of the State should ensure procurement of millet at MSP. The difference between the MSP and auction rates should be given to the farmers.
Payment of farmers to be transferred within 72 hours, Chief Minister
Ensuring timely payment to every farmer is of utmost priority to the State Government, hence every officer concerned should ensure that the payment is transferred within 72 hours. Payment should be online within 72 hours from the approval of I form.

The procurement of Kharif crops will be done at the Minimum Support Price (MSP) as announced by the Government of India. The MSP of Rs 2040 per quintal has been fixed for Paddy (Common), Rs 2060 per quintal for Paddy (Grade-A), and Rs 2350 per quintal for Bajra.
During the marketing season 2022-23, crops like paddy, bajra, maize, moong, sunflower, groundnut, til, arhar and urad, etc. will be procured.
e-kharid Haryana Mobile App for farmers launched
For the convenience of the farmers, the Chief Minister launched the e-kharid Haryana Mobile App. This bilingual app is available on the Google play store and has real-time data of the farmers regarding the number of crops registered, gate pass issues, and the quantity they can bring for procurement.
Any farmer can get these details by entering their mobile numbers registered on Meri Fasal Mera Boyra portal. The farmers can also raise their grievances on this App.
Furthermore, through this app, the farmers can immediately download J-form anytime anywhere. He can also check the status of the payment. A toll-free number has also been shared for the help of the farmers. The app also has a feature of sending district-specific notifications.
