Chandigarh May 24: While taking his vision of paperless, faceless and transparent governance ahead, Haryana Chief Minister, Sh. Manohar Lal today launched the Haryana Engineering Works (HEW) Portal  https://works.haryana.gov.in to facilitate ease of access and doing Business with the Government for contractors desiring to work in various projects of three primary engineering departments of the State namely Public Works Department, Irrigation and Water Resources Department and Public Health Engineering Department.

The portal will enable the contractors desirous of participating in various tenders of these departments to register themselves for the purpose. Every contractor will have to create a profile on the portal and they would be exempt from bearing Earnest Money Deposit (EMD) if they provide certain essential details for registration on the portal.

The Chief Minister while speaking after the launch directed the officers concerned to make Haryana Udhyam Memorandum (HUM) ID mandatory for Haryana Contractors while they register themselves on this portal, while for the outside contractors, a separate provision of temporary registration would be given. Further integration with Parivar Pehchan Patra (PPP) is also an important feature of the new digital process.

The Chief Minister directed that startups and new entrepreneurs should also be facilitated through this portal and express his hope that the portal would prove as a game-changer in providing and accessible and simple platform for the contractors which would also be single-point reference for providing necessary information to the prospective bidders of the departments.

Another important feature of the newly launched portal is that contractor performance will be evaluated against each completed work by awarding marks and generating dynamic ‘Rating’ for each contractors.

Contractors who are found eligible after verification and registration will be benefitted with the exemption of paying Earnest Money Deposit (EMD). Any Indian Individual, Sole Proprietorship Firm, Partnership Firm, Limited Liability Partnership, Public Limited Company or a Private Limited Company may apply for registration as a contractor on HEW Portal provided the eligibility criteria and other conditions are satisfied. The registered contractors would have to abide by all the instructions on HEW Portal as amended from time to time during the validity of their registration.

No fee will be charged for creating only the contractor profile and login account. After the creation of login account, the contractor may also apply for registration to take the benefits of EMD exemption. The contractor can apply for registration by paying Rs 5,000 as a one-time non-refundable fee and thereafter, one time deposit, as applicable in the relevant class, is required upon verification or approval of their registration.

Contractors not registered on HEW Portal can also participate in the tender, but they will not get the EMD exemption benefit and contractors shall furnish, as part of the Bid, an EMD for the amount as specified in a particular work. Registration of the contractors on the HEW Portal shall be done for a period of 5 (Five) years. However, the contractor is eligible to apply for renewal of registration for a further period of five years, for which the contractor may apply before the expiry of the registration.

Performance of the contractor shall be monitored based on the completion of allotted works whether completed within stipulated timelines and meeting desired quality/service levels. The performance will be evaluated after the completion of each work based on the scoring methodology. If the performance of any registered contractor falls below the threshold limit of 70 percent (that is in their performance score), the registration of the contractor will be auto de-registered.
