Chandigarh, April 24: Haryana Chief Minister, Sh. Manohar Lal today reviewed the progress of creation of Haryana Engineering Works (HEW) Portal which is envisaged as a complete State-level IT solution for all engineering works in the State. Haryana Engineering Works (HEW) Portal will enable end-to-end online process for engineering works including registration process of contractors, preparation of Detailed Notice Inviting Tender (DNIT), e-tendering, transparent IT based technical evaluation, online allotment of work contract, filling of e-Measurement Book by contractor and time-bound passing of contractor’s bills and online payments. The new system will provide a platform for timely completion and real-time monitoring of various new engineering works that would be undertaken once the portal is launched. The new system will also facilitate the contractors’ participation in works' tenders, transparent allocation of works and timely payments by bringing more accountability within the departments.

Haryana Chief Minister, Mr. Manohar Lal took a detailed review in this regard during a meeting of Engineering Work Departments here today. Deputy Chief Minister, Sh. Dushyant Chautala was also present in the meeting.

In the meeting, the Chief Minister also reviewed the preparation of new Haryana Schedule of Rates(HSR). A departmental spokesman explained that this exercise is being undertaken for the first time in the state since 1988.

The officers concerned present in the meeting apprised the Chief Minister that the HEW portal will enable the registration of contractors on a common platform that will also track the performance of contractors in terms of quality, cost and time overruns. The Chief Minister was apprised that a contractor registered on the portal will have to pay a one-time fee. Registered contractors will not have to pay any bid security for civil works contracts. The contractor may surrender his registration and take a refund of the one-time fee at any time subject to conditions. However, the fee shall be forfeited in case of a contractor who has been de-registered due to whatsoever reasons.

It was informed that provision has been made in Registration Rules, which have been applied in the process workflow of the HEW portal. In case of all works beyond Rs 1 crore, the report of technical evaluation will be placed on works.haryana.gov.in website of HEW. A method for transparent technical evaluation shall be worked out in case of civil works above Rs 1 crore.

The concerned officers apprised that passing of contractor’s bills will be done with due verification within 21 days of submission of e-MB failing which the contractor will receive a payment of interest for the period of delay.

It was apprised that Integrity Pact on the lines of Central Vigilance Commission’s instructions shall be included in all tenders above Rs. 1 crore. Besides this, an online Complaint portal will also be set up where any contractor can submit his complaint regarding tendering process which will be managed by the Vigilance Department. It was informed that complaints found serious may be referred to Independent External Monitors appointed under the Integrity Pact.

Devender Singh and other senior officers.
