Chandigarh, April 9 - The Gurugram Metropolitan Development Authority (GMDA) will now receive the full amount of External Development Charges (EDC) in Gurugram district from April 1. Similarly, EDC money to be deposited from Faridabad district will also go to Faridabad Metropolitan Development Authority (FMDA). Only GMDA or FMDA will control this money.
This decision was taken during the 8th meeting of Gurugram Metropolitan Development Authority (GMDA) held in Gurugram under the Chairmanship of Chief Minister, Sh. Manohar Lal today. At the meeting, Action Taken Report on the decisions taken during the 7th meeting of GMDA were submitted and approved. In the meeting, the GMDA's budget proposal for the year 2021-22 was also passed. Union Minister, Sh. Rao Inderjit Singh, Haryana Transport Minister Sh. Mool Chand Sharma were also present in the meeting.
During the meeting, another important decision was taken with regard to increase the income of GMDA according to which GMDA will now get half of the stamp duty, i.e., one per cent out of the two per cent stamp duty which is levied at the time of registration of land or plot. The GMDA is also expected to earn around Rs 250 crore a year from this move. Besides this, there was a discussion on interlinking the lines of Delhi Metro Rail Corporation (DMRC), Gurugram Rapid Metro and Dwarka Expressway. It was informed at the meeting that a proposal has been sent to the Central Government to connect Gurugram Metro with the Rapid Metro Route near Cyber City.
Target to increase the use of re-cycled water from STP to 60 per cent from 30 per cent
During the meeting, GMDA CEO Sh. Sudhir Rajpal said that about 430 MLD of waste water is discharged from both sewerage treatment plants in Gurugram, out of which about 125 MLD water is being re-cycled and reused. He informed that GMDA will increase the usage of recycled water to 60 per cent from the total available discharge in this year. He said that the Authority has prepared an outline for re-use of about 250 MLD re-cycle water in this year. The proposal was approved in the meeting.
He also informed that tenders have been invited to further enhance the purity of the water for the Sewerage Treatment Plants at Dhanwapur and Baharampur, Gurugram to be completed by December 2022.
In the area of GMDA, 135 km Sewerage lines will be made silt free
Sh. Sudhir Rajpal said that the vision of GMDA is that the 135-km long sewerage line network coming under its jurisdiction will be made free of silt by the end of this year, so that there is no problem of congestion of sewerage line. This proposal was also approved in the meeting.
He informed that the work of cleaning all the master drains is being done under the jurisdiction of GMDA so that there is no waterlogging anywhere in the city of Gurugram during the rainy days. GMDA also has a vision to make Gurugram city a zero discharge city. For this, an action plan has been prepared, according to which the green belt along the roads will be deepened by one foot from the level of the road so that rainwater on the road does not cause waterlogging problem.
Mr. Sudhir Rajpal, while making a proposal to stop the wastage of drinking water, said that from amongst the common citizens, Jal Mitra will be appointed who will inform the concerned authorities about the leakage of water. If water is flowing in vain, then the person concerned will also be motivated to rescue it. This proposal was also approved in the meeting.
He informed that the storage capacity of Chandu Budhera Water Works and Basai Water Works in Gurugram city is being increased. About Rs. 62 crore will be spent on this work. Apart from this, the work of laying drinking water pipeline in all sectors from Sectors 58 to 115 of Gurugram is going on, which will be completed by August 2021. About Rs 150 crore will be spent on this work. The meeting also gave details of the progress of the ongoing developmental works. The meeting also approved construction of flyover at Bakhtawar Chowk, which would cost about Rs 68 crore.
Public safety based on CCTV and traffic management system will be implemented
Public safety based on CCTV cameras and traffic management in Gurugram city was also discussed in detail in the meeting. It was informed at the meeting that about 1,000 CCTV cameras have been installed in Gurugram city. These are now being linked to the e-challan system. So far, 28 cameras have been connected with the police so that an automatic challan is reached to the owner of the vehicle as soon as the traffic rules are violated. This will also help in reducing the crime rate. Apart from this, intelligent traffic light control system is also being installed in Gurugram city. Under this, the traffic light will be operated in such a way that in case of accident, the traffic is diverted from that place and traffic jams do not occur due to the accident.
The meeting approved the proposal to transfer about 2.5 acres of land in Sector 92 for construction of fire station to Manesar Municipal Corporation free of cost. Reservoirs will be renovated by GMDA in the village Sakatpur and Garhatpurbas at a cost of about Rs 5 crore. This will recharge underground water as well.
The meeting also discussed the new GIS project, stating that GMDA will develop a live monitoring system with the help of a drone camera under this project. While on the one hand, the work of developing illegal colonies can be monitored, at the same time, the level of environmental pollution will also be monitored.
On this occasion, Mayor Mrs. Madhu Azad, Additional Chief Secretary of Environment and Climate Change Department Smt. Dheera Khandelwal and all government and nominated members of the Authority were present.
