Chandigarh, March 16– Haryana Chief Minister, Sh. Manohar Lal said that the Full and Final Settlement Scheme, started from March 3, 2021, for the enhancement in the sectors of the Haryana Shehri Vikas Pradhikaran will continue till April 30, 2021.

So far, a benefit of Rs 31.10 crore has been given to 762 plot holders under the Scheme, while till now Rs 19.74 crore has been deposited by the plot holders. Sh. Manohar Lal gave this information in the Vidhan Sabha today in response to the Calling Attention motion given by Congress MLA Sh. Bharat Bhushan Batra and four other MLAs during the Haryana Vidhan Sabha Budget session here today.

The Chief Minister also shared that under this Scheme 15,430 plot holders will be given an enhancement settlement of Rs 823 crore, under which people will get benefits upto 20 to 80 per cent.

Sh. Manohar Lal said that this problem has been going on ever since the Haryana Shehri Vikas Pradhikaran came into existence and this issue came to the notice of the present state government in 2017, after it came to power in 2014.        Thereafter, the state government decided to issue notices of all the enhancement cases simultaneously. He also apprised the House that a committee was constituted in the year 2017. Elaborating on it he said that it is not necessary for the government to accept all recommendations made by the committee thus some parts of the recommendations can be considered.

The Chief Minister said that when the One Time Settlement Scheme was introduced in the state on May 15, 2018, there were about 60,000 defaulters. Under this scheme 24,163 people were given a rebate of Rs. 568 crore at the rate of 40 per cent till July 16, 2018. Subsequently, under the Last and Final Settlement Scheme, a rebate of Rs 93 crore was given to 4,027 people at the rate of 37.50 per cent from November 1, 2018 to November 30, 2018. Thereafter, money was deposited by 15,000 to 16,000 people without rebate money. The remaining 15,000 people wanted to know the actual enhancement, for which a three-member committee of retired judges was constituted.

Sh. Manohar Lal also apprised the House that the plot holders wanted to know who would give the enhancement for the Community Centre and the identified place for school or any other common place in the sector. The Chief Minister also informed that when enhancement of land is given to different farmers for a sector, notices are given to different plot holders.

He said that we have not changed the name of HUDA but changed it to its Hindi translation that is “Haryana Shehri Vikas Pradhikaran” i.e. HSVP. Now, the government has asked to formulate schemes for such plots holders and they too will be benefited soon.
