Chandigarh, February 22: Haryana Chief Minister, Sh. Manohar Lal said that apart from reiterating, State Government’s commitment to uplift the poorest of poor while keeping the spirit of Antyodaya, we must make people believe that before anyone needy people have the first right on their Government.
"While, swiftly moving in this direction, first of its kind state's ambitious Parivar Pehchan Patra scheme has been implemented in the State, which aims to provide benefits of all government schemes and services to the last person standing in the queue", said Sh. Manohar Lal.
Sh. Manohar Lal, asserted this while pressing over the meeting with the Chief Minister's Good Governance Associates (CMGGAs) held late last evening. In the meeting detailed discussions were held on the State governments flagship schemes namely Parivar Pehchan Patra, e-Office, Antyodaya Saral, play-way school, women security, Saksham Haryana and Skill Development etc.
During the meeting, apart from guiding the CMGGAs, Sh. Manohar Lal also directed them to give priority to important schemes being formulated by the State Government for the year 2021. While expressing his happiness, Sh. Manohar Lal said that for last five years the CMGGA programme has been providing fruitful results on the ground. He also lauded the work done by CMGGAs during the COVID-19 Pandemic.
Sh. Manohar Lal said that from April 1, 2021, a unique scheme will be formulated under which selection of as many as One lakh poor families who are reading in Haryana and are having lowest family income would be done through Parivar Pehchan Patra Portal.
"Every possible effort will be made to increase the family income of such families. For this, the State Government will emphasize on the skill development of members of such families, providing employment opportunities to the unemployed members and also providing financial assistance. Besides this, employment avenues will also be explored to generate employment. If any family needs help to promote their ancestral business, then efforts will be made in that direction as well,” asserted the Chief Minister.
The CMGGAs should speed up the work of making Parivar Pehchan Patra cards in their respective districts so that the benefits of various welfare schemes being run by the Government reaches grassroot levels, directed Sh. Manohar Lal.
“Along with development, the present State Government is swiftly moving towards ease of living so that lives of the people of the State can become happy and prosperous," said Sh. Manohar Lal.
Kisan Mitra Yojana
Sh. Manohar Lal said that the State Government is dedicated to working towards increasing the income of those farmers who have small agricultural land. He said that Kisan Mitra Yojana will be launched to ensure financial management of the farmers', apart from increasing their income. Under this, scheme one person will be appointed on voluntary basis who would guide 100 more farmers about financial management.
Van Mitra Yojana
The Chief Minister said that along with ensuring all-round development, it becomes our pivotal responsibility to protect mother nature as well and for this, the State Government is all set to launch a unique 'Van Mitra Yojana' under which people would be encouraged to plant new trees and to take care of them as well. Successful implementation of this scheme will result in a rapid increase in forest area in Haryana said Sh. Manohar Lal.
Boosting Sports among Youth
"Haryana is becoming a sports hub in the country and constant efforts are being made by the State Government for the promotion of sports," said Sh. Manohar Lal. He said that Vyayamshalas are being built in every village across the State and wellness centre are being connected with them to ensure that the health of every citizen remains hale and hearty.
He said that the Prime Minister, Sh. Narendra Modi had while realising about 'Healthy and Fit India' had launched a campaign to open wellness centres across the county and Haryana is swiftly working in this direction to realize his vision. He urged the CMGGAs that while making maximum use of information and technology, new innovative strategies should be chalked out for helping and ensuring the reach of government's schemes to grassroots levels.
On this occasion, Additional Principal Secretary to the Chief Minister and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal said that the Chief Minister's Good Governance Associates Programme, which started five years ago, is an innovative and unique experiment and has brought meaningful results. The role of every CMGGA has become very important in bringing government schemes to the grassroots levels, he asserted.
"While on one hand, this programme strengthens the implementation of government schemes, on the other, CMGGAs also get a golden opportunity to get a lifetime experience of working in a government functionary", said Dr. Amit Agrawal.
During the meeting, detailed information was shared about the progress of major schemes being run by the government. Highlighting the successful implementation of e-Office, CMGGAs said that 18,000 government employees have been trained for e-Office. More than 80 departments along with more than 800 district offices have now been upgraded to e-Offices. So far, more than 1 lakh files and more than 3 lakh e-receipts have been moved more than 15 lakh times on the e-office. More than 95 percent of all government offices at State and District Headquarters have started digital processing of files on e-Office to ensure more transparency, accountability, and efficiency.
Also, to improve the quality of skilling and linking youth to employment and apprenticeship opportunities, more than 175 MoUs signed with more than 100 industry partners to provide practical industry experience to 3700 plus ITI students relevant to their skill via Dual System of Training (DST).
Ensuring Women Safety, more than 870 Internal Complaints Committees (ICC) and Local Complaints Committees (LCC) have been constituted in all district government offices to comply with The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act.
It was noteworthy that the District pilot 'Know Your Haemoglobin (Hb) Campaign' has achieved a new milestone since its inception in December 2020. Till now 8,165 women and children have been tested under this campaign and more than 48,000 IFA Tablets have been distributed. The CMGGAs will now work at a large scale to tackle anemia in the state.
Project Director, Chief Minister's Good Governance Associates Programme, Dr. Rakesh Gupta, Trustee Ashoka University, Sh. Vineet Gupta and representatives of partner companies supporting CMGGA through CSR and other senior officials of the state were also present.
