Chandigarh October 11- Haryana Government’s campaign to make the villages of State free from ‘Lal Dora’ got a major boost today when Prime Minister, Mr Narendra Modi digitally launched the physical distribution of property cards to the property owners of 763 villages of six pilot States including 221 villages of Haryana under the “Svamitva Scheme” through video conferencing today. The other five states included Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttrakhand.c
While Haryana Chief Minister, Mr Manohar Lal was present on this occasion here, Union Minister for Agriculture and Farmer Welfare, Rural Development and Panchayati Raj, Mr Narendra Singh Tomar, Uttar Pradesh Chief Minister, Mr Yogi Adityanath, Madhya Pradesh Chief Minister Mr Shivraj Singh Chouhan, Chief Minister, Uttarakhand Mr Trivendra Singh Rawat, Deputy Chief Ministers, Ministers and officers of the concerned States joined through video conferencing.
It may be pertinent to mention here that, the Haryana Government has launched the campaign to make the villages of State free from ‘Lal Dora’ on December 25, 2019 on the occasion of ‘Good Governance Day’ well before the launch of ‘Pradhanmantri Svamitva Yojna’ on April 24, 2020. Village Sirsi in district Karnal was the first village in Haryana to be declared as Lal Dora free. Under the Svamitva Yojna, 227 villages of 22 districts of Haryana have been declared free from Lal Dora. Apart from this, three cities of Karnal, Jind and Sohna have also been declared Lal Dora free. The State Government has speed up the work in this direction and soon the entire state will be made Lal Dora free.
On this occasion, a cheque of Rs 5 lakh was also handed over to Mr Likhi Chand of village Bihlaka, district Gurugram as the first installment of sanctioned loan of Rs 15 lakh against Svamitva Deed by the Gurugram Central Cooperative Bank Limited.
After launching the physical distribution of property cards under the Svamitva Yojna, Prime Minister Mr Narendra Modi interacted with the property card owners from six pilot states. They included Mr Dashrath Singh Marvi of district Dindori, Madhya Pradesh, Mr Ram Milan of district Barabanki, Uttar Pradesh, Mr Suresh Chand of District Pauri Garhwal, Uttarakhand, Mr Mumtaz Ali of district Yamunanagar, Haryana, Mrs Ramrati of district Barabanki, Uttar Pradesh and Mr Vishwanath Krushna Mujumale of Pune, Maharashtra.
Mr Mumtaz Ali from district Yamunanagar who is a mason by profession thanked Prime Minister, Mr Narendra Modi for giving him legal ownership of his house property. He said that though he earns Rs 15,000 per month but now after getting the legal document of his property under the Svamitva Yojna, he can avail loan from the banks to further expand his work.
Speaking on this occasion, Prime Minister, Mr Narenda Modi congratulated about one lakh beneficiaries of Svamitva Yojna who have got their property cards today and said it is a joyous moment for their families. Stating that this scheme would bring about a historical change in the villages, he said that this legal document would not only give them the ownership right of their house but also prevent the interference of outsiders into their property matters. He said that today, thousands of families in six States have been given legal documents of their houses and in the coming three to four years, efforts will be made to provide property cards to every house in each village of the country.
Mr Modi, while paying rich tributes to Lok Nayak Jai Prakash Narayan and Nanaji Deshmukh on their birth anniversaries today, said that this event assumes special significance as the whole country is celebrating the birth anniversaries of two great personalities who had fought against corruption and work towards the upliftment of poor, farmers, labourers and other deprived sections of the society.
Underlining the significance of Svamitva Yojna, the Prime Minister said that this scheme would work as an effective medium in resolving various property related issues in the villages. The registration of property records under the scheme would also pave way for the formulation of new schemes and programmes, he said adding that the property cards also enables the beneficiaries to avail bank loan which in turn would generate ample opportunities of self-employment. He said that property cards is a big step towards the welfare of poor, downtrodden and deprived as people in villages would now be able to sell or purchase property without any dispute.
He said that Svamitva Yojna would also help in building new arrangements for the development of villages as the survey and mapping of villages using the latest drone technology helps in creating authentic land records. Stating that India’s soul lives in villages, he said that this scheme would go a long way in further strengthening the Panchayati Raj System.
While accusing the previous government at the Centre of always neglecting the villages, he said that they remained in power for years but did nothing for the development of villages. Contrary to this, the present Government has done several works to ensure all round development of villages including providing electricity connection to every household, construction of individual toilets, connectivity of villages to banks etc. He said that 2 crore poor people in the country have been provided their own houses and added that efforts are being made to ensure that the remaining beneficiaries also have their own house at the earliest. Apart from this, Jal Jeevan Mission scheme has also been started to provide drinking water facility to 15 crore households in the country through pipeline.
On the farm reforms, Mr Modi without naming any party said that the opposition is opposing the new Acts not for the welfare of farmers but to fulfill their own political interests. He said that the farmers have now understood the true intentions of such parties and will not support them. He said that neither did they have any concern for the development of the country nor the welfare of farmers and poor. He said that the present Government has brought several new reforms in the agriculture sector including increasing MSP by 1.5 times, Kisan Credit Cards, direct payment to farmers in their bank accounts, Pradhan Mantri Fasal Bima Yojana etc. but the opposition is not able to digest these reforms.
Earlier speaking on this occasion, Union Minister for Agriculture and Farmer Welfare, Rural Development and Panchayati Raj Mr Narendra Singh Tomar said that with a view to give ownership right of their houses to people residing in villages, Prime Minister Mr Narendra Modi has launched Svamitva Yojna on the occasion of Panchayati Raj Divas on April 24, 2020. He said that today, Prime Minister, Mr Narendra Modi has given property cards to about one lakh property owners of 763 villages of six States.
He said that since the day Mr Narendra Modi has assumed the charge of Prime Minister of the country, he has always been committed towards the welfare of poor, farmers and labourers and also taken several steps towards this direction. He has always made efforts to make the life of people residing in rural areas more comfortable by providing all necessary facilities and ensure that they play a vital role in the development of the country.

Umashankar and other senior officers of the State Government.
