Chandigarh August 7: In line with Chief Minister, Mr Manohar Lal’s commitment to decentralize the powers to ensure more development at grass root level, the Haryana Government has created 20 new posts of District Municipal Commissioners.

While stating this here today, Director General, Urban Local Bodies Department Mr Amit Kumar Agrawal said that a notification has been issued in this regard. He said that in all the districts (except Charkhidadri and Faridabad) a District Municipal Commissioner each would be posted whereas, Charkhidadri district would be clubbed with Bhiwani district.

While enumerating details about the jurisdiction of these newly created/designated posts of District Municipal Commissioners, he said that for district Gurugram, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Sohna, Municipal Committee, Pataudi, Municipal Committee, Farukhnagar and Municipal Committee, Haily Mandi with Headquarter at Gurugram.

For District Rohtak, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Meham, Municipal Committee, Kalanaur and Municipal Committee, Sampla with Headquarter at Rohtak.

For District Hisar, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Hansi, Municipal Committee, Barwala, Municipal Committee, Narnaund, Municipal Committee, Uklana, Municipal Committee, Bass and Municipal Committee, Sisai with Headquarter at Hisar.

For District Sonepat, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Gohana, Municipal Committee, Gannaur, Municipal Committee, Kharkhoda and Municipal Committee, Kundli with Headquarter at Sonepat.

For District Panipat, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Samalkha with Headquarter at Panipat.

For District Karnal, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Taraori, Municipal Committee, Nilokheri, Municipal Committee, Gharaunda, Municipal Committee, Assandh, Municipal Committee, Indri and Municipal Committee, Nissing with Headquarter at Karnal.

For district Yamunanagar, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Radaur and Municipal Committee, Sadhaura with Headquarter at Yamunanagar.

For district Panchkula, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Kalka with Headquarter at Panchkula.

For district Ambala, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Ambala Sadar, Muncipal Committee, Naraingarh and Municipal Council, Barara with Headquarter at Ambala Sadar.

For district Kurukshetra, the District Municipal Commissioner would have the jurisdiction of Muncipal Council, Thanesar, Municipal Committee, Shahabad, Municipal Committee, Ismailabad, Municipal Committee, Ladwa and Municipal Committee, Pehowa with Headquarter at Kurukshetra.

For district Kaithal, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Kaithal, Municipal Committee, Pundri, Municipal Committee, Cheeka, Municipal Committee, Kalayat and Municipal Committee, Rajound with Headquarter at Kaithal.

For district Sirsa, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Sirsa, Municipal Council, Mandi Dabwali, Municipal Committee, Rania, Municipal Committee, Kalanwali and Municipal Committee, Ellenabad with Headquarter at Sirsa.

For district Fatehabad, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Fatehabad, Municipal Council, Tohana, Municipal Committee, Ratia, Municipal Committee, Bhuna and Municipal Committee, Jhakhal Mandi with Headquarter at Fatehabad.

For district Rewari, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Rewari, Municipal Committee, Dharuhera and Municipal Committee, Bawal with Headquarter at Rewari.

For district Mahendergarh, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Narnaul, Municipal Committee, Mahendergarh, Municipal Committee, Kanina, Municipal Committee, Ateli Mandi and Municipal Committee, Nangal Chaudhary with Headquarter at Narnaul.

For district Jhajjar, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Bahadurgarh, Municipal Council, Jhajjar and Municipal Committee, Beri with Headquarter at Jhajjar.

For district Jind, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Jind, Municipal Council, Narwana, Municipal Committee, Safidon, Municipal Committee, Julana and Municipal Committee, Uchana with Headquarter at Jind.

For district Palwal, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Palwal, Municipal Council, Hodal and Municipal Committee, Hathin with Headquarter at Palwal.

For district Nuh, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Nuh, Municipal Committee, Ferozpur Jhirkha, Municipal Committee, Tauru and Municipal Committee, Punhana with Headquarter at Nuh.

For district Bhiwani and Charkhi Dadri, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Charkhi Dadri, Municipal Council, Bhiwani, Municipal Committee, Siwani, Municipal Committee, Bawani Khera and Municipal Committee, Loharu with Headquarter at Bhiwani.

Referring to the powers and responsibilities of the District Municipal Commissioners, Mr Agrawal said that they would exercise all powers of the Deputy Commissioners as exercised earlier under municipal act. Apart from this, superintendence, control and monitoring of the Municipal bodies fall under their jurisdiction. He said that District Municipal Commissioners would coordinate with the District Administration as well as the other Line Departments/offices for implementation of the government policies and schemes.

He said that they would also supervise the implementation of centrally sponsored schemes as well as state government schemes or programmes, projects and other activities entrusted to the Municipal Bodies and take cognizance directly on matters or complaints against officers or officials of the respective Municipalities as ex-officio Chief Vigilance Officer.

Mr Agrawal said that the District Municipal Commissioner would be the Head of Office and would exercise all such financial powers relating to Municipal Councils and Municipal Committees under his/her jurisdiction in the respective district. They are empowered to sanction the developmental work/projects upto Rs 50 lakh for each work or project and rate approval upto Rs 50 lakh in respect of Municipal Councils and Municipal Committees falling in their respective jurisdiction.
