Chandigarh July 13: After becoming the first state in the country to give highest wage rate of Rs 309 with effect from April 1, 2020 under National Rural Employment Guarantee Scheme (NREGA), Haryana has further scaled up the size of the scheme to three times during financial year 2020-21 by involving Rural Development and other line departments. As against the target of 1 crore man days during the current financial year, the State has already generated 45 lakh man days under (NREGA).

This was informed in the State Level DISHA Committee meeting held under the Chairmanship of Chief Minister, Mr Manohar Lal here today to review the implementation of various programmes pertaining to different departments. The meeting was co-chaired by Deputy Chief Minister, Mr Dushyant Chautala.

The Chief Minister directed that the list of permissible NREGA works be uploaded on the website of each Gram Panchayat for information of the general public and all important expenditure done for the development be reflected on the website.

While reviewing the GOBAR-Dhan scheme which aims to positively contribute to cleanliness and generate energy from solid waste, Chief Minister directed the officers concerned that GOBAR-Dhan project in village Nayagaon of district Hisar be replicated in all districts of the State. It was informed that 7 projects have been approved by the State Technical Advisory Committee under GOBAR-Dhan. While the GOBAR-Dhan project in village Nayagaon of district Hisar has been constructed and made functional, the construction work of such projects in district Bhiwani, Charkhi Dadri, Sirsa, Faridabad and Panipat is likely to be started soon.

The Chief Minister also directed to ensure that girl students after completing their graduation are given their passport along with their degrees. He said that it has also been decided that students pursuing education in various colleges across the State would be provided driving license in their own educational institutions.

It was informed that 100 per cent funds are disbursed through DBT in NREGA and 98 per cent Aadhaar seeding of NREGA workers in the State has been completed. During the current year, more emphasis is being given on individual works to give relief to the rural masses affected in Covid-19 like cattle shed, goat shelter, piggery shelter, compost pits and vermicompost. The other thrust area is horticulture plantation on panchayat lands, widening of traditional ponds (Johar), afforestation on common land and work sheds for women of Self Help Groups (SHGs).

It was also informed that under the Deen Dayal Upaadhya Gram Kaushal Yojna scheme, 53 per cent trained rural youth have been provided employment and efforts are being made to further enhance it to 70 per cent by giving more targets to the Project Implementing Agencies and by inviting new reputed agencies, as well through online job melas.

It was informed that under the Swachh Bharat Mission-Gramin, 1,359 Solid Waste Management Projects have been sanctioned, out of which 737 projects have already been completed and 174 projects are in progress. Similarly, 1322 Liquid Waste Management Projects have been sanctioned, out of which 552 such projects have been completed and 402 projects are in progress. Apart from this, door to door collection, segregation, transportation and disposal of Solid Waste is being carried out in 380 gram panchayats. In 15 districts, it is being carried out through specialized agencies and in remaining 7 districts it is being carried out by gram panchayat themselves.

It was also informed that for the year 2019-20, free text books have been distributed to all students of classes 1st to 8th at the start of the academic session. For the year 2020-21, 98 per cent delivery of free text books have been completed till date.

Among those present in the meeting included Chief Secretary Mrs Keshni Anand Arora, Principal Secretary to Chief Minister Mr Rajesh Khullar and Additional Chief Secretaries of various departments.
