Chandigarh June 29- Haryana Chief Minister, Mr. Manohar Lal said that we should spin challenges into opportunities and with this thinking we have persistently worked on building a transparent system for overall development of the state, under which Chief Minister Good Governance Associates (CMGGAs) Programme came into being. The programme was started to ensure that new initiatives of government reach the people of the state at the earliest.

This information was given by the Chief Minister here late in the evening during the felicitation ceremony of "Chief Minister Good Governance Associates Programme", 2019-2020. On this occasion, the Project Director of the Chief Minister's Good Governance Associates Programme, Dr. Rakesh Gupta was also present.

The Chief Minister said that the programme was started four years back and has been immensely successful. He said that although the year - 2020 has not been a positive one and the year has been besieged by one problem or the other. He added that the Prime Minister Mr. Narendra Modi had also mentioned in 'Mann Ki Baat' programme recently that there are difficulties and challenges, but we have to transform these challenges and difficulties into opportunities. Listing the difficulties this year, he said that despite problems such as Corona pandemic, earthquake, Indo-China face-off, locust threat for crops and cyclones etc. we still have to keep moving forward.

Mr. Manohar Lal said that the Chief Minister's Good Governance Associates Programme has been a successful proposal and we have to run it successfully for a long time. He said that so far about 40 such initiatives have been started in which Chief Minister Good Governance Associates have played a pivotal role. The Chief Minister said that we should keep working towards improving the system. He said that due to consistent efforts of the Chief Minister's Good Governance Associates Programme, the digital system could be implemented at various places, including Saral Portal Scheme, Village Secretariat, One Stop Center, Saksham Yojana etc.

Referring to the COVID-19 pandemic, he said that as he believes in transforming challenges into opportunities, thus during the pandemic, he started various schemes and policies to help and support the people. He also spoke about Meri Fasal, Mera Byora, DBT scheme and Parivar Pehchan Patra during the programme.

Giving more information about the Parivar Pehchan Patra (PPP), he said that Haryana is the first state where such a scheme has been implemented and is constantly working on it. He informed that under this Scheme till now the data of 50 lakh families of the state has been collected. Apart from this, various committees have been formed at the booth-level so that the benefit of the schemes can be extended to e grassroots level.

Mr. Manohar Lal interacted with all the Associates of the Chief Minister's Good Governance Associates Programme, 2019-2020 Batch and also wished for their future. During the interaction, Chief Minister's Good Governance Associates while apprising the Chief Minister about their future plans said that some of them will be preparing for the UPSC so that they can serve the nation as civil servants. Likewise, a few of them want to work in the area of Higher Education and some wanted to work in the area of public policy. On this occasion, he suggested Good Governance Associates to be concerned about the welfare of society, country and humanity. He said that you have to think not only for yourself but also for society and humanity.

Project Director of Chief Minister Good Governance Associates Programme, Dr. Rakesh Gupta said that the first batch started working within two weeks of the formulation of the Programme and expressed gratitude to the Chief Minister, Mr. Manohar Lal for this. Giving information about the batch of Chief Minister Good Governance Associates, 2019-2020, he said that this is the fourth batch in which 24 Good Governance Associates have come from 20 states across the country.

He said that the Saksham Haryana Scheme has been appreciated at the national level in which Chief Minister Good Governance Associates have played an important role. Similarly, the Antyodaya Saral Portal has also been appreciated and today the One-Stop Centres are fully operational in 22 districts of the state. He said that work on e-office Scheme has already started and by the end of this year the e-office will be functional in all departments and offices. He informed that Good Governance Associates have also played an important role in COVID management.

Earlier, Mr. Chirag Bhandari from the programme team of Chief Minister Good Governance Associates Programme also gave a presentation in which information about Saksham, Saral, One Stop Centre, Solid Waste Management, Education etc. was given. Project Manager, Ms. Itika Gupta thanked the Programme team.

In this ceremony, the Chief Minister also honoured Good Governance Associates by giving their certificates and mementoes to the programme team members.
