Chandigarh, November 18 – Haryana Chief Minister, Mr. Manohar Lal said that to commemorate the 70th anniversary of adoption of Constitution of India, a one-day special session of Haryana Vidhan Sabha will be held on November 26, 2019.
The Chief Minister said this while addressing a press conference after meeting of the State Cabinet held here today. During the interaction, the Chief Minister shared the details of the important decisions taken in the meeting.
While responding to a question, the Chief Minister said that there will be a special discussion on the constitution in this special session. He said that the Cabinet has also taken an in-principle decision to bring an amendment in section 31 of the Haryana Panchayati Raj Act, 1994 allowing devolution of powers to Gram Sabha to ban intoxicating liquor within the local area of a Gram Panchayat.
Responding to a question related to drug menace in the State, the Chief Minister said that apart from the government, de-addiction centers are also being run by private sector. He said that keeping his assurance given in the last Assembly Session, the necessary infrastructure and staff facilities are being provided to these de-addiction centers.
He said that the State Task Force has already been constituted to crack a whip on the drug peddlers and now the Task Force will also be formed at the district level. He said that the aim of the State Government is to completely ban the supply of drugs.
He said that the Department of Education, Sports and Youth Affairs is running, from time to time, awareness campaign against the drug addiction. The Department of Health treats the youth in the de-addiction centers.
Speaking on the stubble burning issue, the Chief Minister said that five industries of Haryana purchase stubble for energy production or other purposes. A major ethanol industry is being set up in Panipat by the Indian Oil Corporation. The Chief Minister said that till November 30, 2019, farmers can give information about their rabi crops on the 'Meri Fasal-Mera Byora' portal and later their data can be verified by the Agriculture and Farmers Welfare department and Revenue department.
