Chandigarh, June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the amendment/relaxation in Service Rules-2012 for various categories of teachers notified on April 11,2012 for promotion to the post of PGT Physics, PGT Chemistry and PGT Mathematics.
The Cabinet also approved to amend the Mewat District School Education (Group B) Service Rules, 2012. The new rules will be called the Mewat District School Education (Group B) Service (Amendment) Rules, 2019.
Service Rules for various categories of teachers that is Principals of Senior Secondary Schools, Head Masters High Schools, Elementary School Head Masters, Post Graduate Teachers (PGTs), Trained Graduate Teachers (TGTs), Primary School Head Teachers and Primary Teachers were notified on April 11,2012.
As per the amendment, academic qualification and experience for promotion to the post of PGT Physics will be M.Sc. Physics/Applied Physics/Nuclear Physics/Electronics Physics with atleast 50 per cent marks and B.Ed. from recognized university; and 2 years teaching experience as TGT Science or TGT Mathematics; and certificate of having qualified Haryana Teacher Eligibility Test (HTET)/School Teachers Eligibility Test (STET).
Similarly, academic qualification and experience for promotion to the post of PGT Chemistry will be M.Sc. Chemistry or Bio-Chemistry with atleast 50 per cent marks and B.Ed. from recognized university; and 2 years teaching experience as TGT Science or TGT Mathematics; and certificate of having qualified Haryana Teacher Eligibility Test (HTET)/School Teachers Eligibility Test (STET).
Likewise, academic qualification and experience for promotion to the post of PGT Mathematics will be M.A./M.Sc. Mathematics/Applied Mathematics with Mathematics as one of the subject at graduation level with atleast 50 per cent marks and B.Ed. from recognized university; and 2 years teaching experience as TGT Mathematics or TGT Science; and certificate of having qualified Haryana Teacher Eligibility Test (HTET)/School Teachers Eligibility Test (STET).
Earlier, a TGT Science could not be promoted to the post of PGT Mathematics even if he or she has Masters Degree in Mathematics and having studied Mathematics at the Graduation level degree. Likewise, a TGT Mathematics, even if he has Masters Degree in Physics or Chemistry cannot be promoted as PGT Physics or PGT Chemistry due to the requirement of teaching experience of the same subject.
Chandigarh, June 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved the amendment in Haryana Development and Panchayats Department (Group C) Field Officers Rules, 2012.
Under the amendment, the qualifications for the post of Gram Sachiv has been raised from Matric to Graduate keeping in view the nature of duties of Gram Sachiv and to bring uniformity with Patwaris, whose qualifications were raised to graduate in December 2018, for promotion to the post of Social Education and Panchayat Officer.
Chandigarh June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendment in the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Rules, 1949 to provide relief to the farming community.
The rules will be called the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Haryana Amendment Rules, 2019.
As per the new rules, the width of village to village and circular roads will be modified from the present parameter of 4 to 6 karams to width of 5 to 6 karams and in respect of roads serving as communication of village fields to village abadi from present width of 3 to 4 karams to width of 4 to 5 karams.
The Cabinet also approved the proposal of Revenue and Disaster Management Department regarding notifying the limits of extent of land purchased through private negotiation referred to in sub section (1) of section 46 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The provision of the Rehabilitation and Resettlement will be applicable for purchasing land through private negotiation by any person other than a specified person for an area equal to or more than 2000 acres, subject to any further notification as may be notified.
The Cabinet also approved the proposal for creation of Indri as Sub Tehsil in district Nuh.
The Cabinet also approved the proposal for shifting of Revenue Estate Salwan from Sub Tehsil Ballah (Karnal) to Tehsil Assandh in district Karnal.
Chandigarh, June 4- Haryana Chief Minister, Mr Manohar Lal has directed the Administrative Secretaries of various departments to expedite the work on the ongoing development projects carried out under the Chief Minister's Announcements so as to ensure their early completion and start facilitating the people of the state within next three months.
The Chief Minister was presiding over the meeting to review the progress of development work being carried out under Chief Minister’s announcements relating to Excise and Taxation, Archaeological and Museum, Archives, Environment and Climate Change, Public Works and Education departments here late last evening. The Public Works (Building and Roads) Minister, Rao Narbir Singh was also present in the meeting.
The Chief Minister instructed the officials to appoint an agency to study the potential of tourism and about the places of tourist interest like temples, monuments, forts etc in Haryana. He said that tourism has taken the form of an industry today and promoting tourism in the state will generate large scale employment and revenue.
While reviewing the announcements related to the Environment and Climate Change department, the Chief Minister instructed the officers to constitute a committee of chemical engineers for their recommendations in the treatment of various types of chemical water and to set up different types of STP and CTP.
Deliberations were also held for promoting e-rickshaws and the Chief Minister directed that e-rickshaws should be plied in various universities of the state for the convenience of the students. To reduce pollution and plying of diesel auto rickshaws in major cities like Gurugram, e-rickshaws should be promoted, he added.
The progress report on the upgradation and construction work of various schools under the Education Department was also reviewed by the Chief Minister. The Chief Minister also gave instructions to carry out mapping of primary, middle, secondary and senior secondary schools falling within a radius of five kms. He also emphasized the need of online data availability of current status of children studying in each school and said that this information should be updated online every day or atleast once in a week.
The Chief Minister also directed the officers to update the status of rooms and teachers in each school of the state, every week. He also sought information on the schools lacking facilities of outer boundary walls, pucca roads leading to schools, drinking water and less toilets in proportion to students studying in schools. He also asked for information on the announcement of installing solar power system in all schools. He instructed the officers to review the status of teachers especially in Gurugram and submit the report.
The progress of work being carried out on various roads including bypass at Patoudi, Hathin, Kosli and Ambala and Kosli RuB were also discussed in the meeting. The Chief Minister instructed the officers to construct RoB which is to be built within the city limits on pillars so that space below these RoBs could be utilised. Apart from this, wherever the RoB or underpass is made, proper technique should be used so as to avoid any water logging during rains. He directed the officers to update the information about the construction and repair of the roads in the state daily.
While reviewing the announcements of Excise and Taxation Department, he instructed the officers to implement schemes to facilitate small traders and businessmen.

Chandigarh, June 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to Haryana Irrigation and Water Resources Department Revenue Establishment Service (Group-C) Rules, 2019.
There are six categories of Revenue Establishments in Irrigation and Water Resources Department including Zilledar, Head Revenue Clerk, Assessment Clerk, Revenue Clerk, Assistant Revenue Clerk and Canal Patwari. All of these are non gazetted group-C posts having three different service rules namely the Punjab Public Works Department (Irrigation Branch), Zilladars’ State Service, Class III, Rules, 1955 for regulating the service and terms/conditions of Zilledars, the Haryana Irrigation Department Revenue and Assessment Clerks (Group-C) Service Rules, 1991 for regulating the service and terms/conditions of Head Revenue Clerks, Assessment Clerks, Revenue Clerks and Assistant Revenue Clerks and the Punjab Public Works Department (Irrigation Branch) Patwaris’ State Service, Class III, Rules 1955 for regulating the service and terms/conditions of Canal Patwaris. These rules were framed in the years 1955 and 1991, and now no longer serve the purpose of the Department to discharge the objective as well as the procedure for recruitment and promotions.
As per the new service rules, the essential qualification for direct recruitment of Zilledar will be Graduation with 55 per cent marks. The essential qualification for direct recruitment for Assistant Revenue Clerk will be Graduation with 50 per cent marks and for Canal Patwari will be Graduation. During the training period of newly recruited Zilledar, Assistant Revenue Clerk and Canal Patwari, he or she will have to complete a three months certificate programme of computer proficiency including Microsoft Office and Data Base Management System from an authorised institute as prescribed by the Government.
The Punjab Public Works Department (Irrigation Branch), Zilladars’ State Service, Class III, Rules, 1955, the Haryana Irrigation Department Revenue and Assessment Clerks (Group-C) Service Rules, 1991 and the Punjab Public Works Department (Irrigation Branch) Patwaris’ State Service, Class III, Rules 1955 have been repealed.
Recruitment to the service, in case of Zilledar, will be made 50 per cent by promotion from amongst Head Revenue Clerk, Assessment Revenue Clerk and Assistant Revenue Clerk on seniority-cum-merit basis. Similarly, 50 per cent by direct recruitment or by transfer or deputation of an official already as Zilledar in the service of any State Government or Government of India provided that the initial appointment, in the case of direct recruitment as Zilledar, will be made as candidate Zilledar.
In the case of Head Revenue Clerk, it will be 100 per cent by promotion from amongst Assessment Clerks and in case of Assessment Clerks, it would be 100 per cent by promotion from amongst Revenue Clerks. Similarly, in case of Revenue Clerk, it will be 100 per cent by promotion from amongst the Assistant Revenue Clerks. In case of Assistant Revenue Clerk, 75 per cent by promotion from amongst Canal Patwaris and 25 per cent by direct recruitment or by transfer or deputation of an official already as Assistant Revenue Clerk in the service of any State Government or the Government of India provided that the initial appointment in the case of direct recruitment as Assistant Revenue Clerk, will be made as candidate Assistant Revenue Clerk. In the case of Canal Patwari, it will be 100 per cent by direct recruitment provided that the initial appointment in the case of direct recruitment as Canal Patwari, will be made as candidate Canal Patwari.
All promotions, unless otherwise provided, will be made on seniority-cum-merit basis and seniority alone will not confer any right to such promotion. The candidates appointed by way of direct recruitment, will have to undergo training.
Chandigarh June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendment in the Haryana Development and Regulation of Urban Areas Act, 1975. The new Act will be called the Haryana Development and Regulation of Urban Areas (Second Amendment) Act, 2019.
As per the new Act, notwithstanding any judgement, decree or order of any court or tribunal or other authority to the contrary, any action taken with regard to the levy of compound interest on the payment towards development charges, either through the issuance of executive instructions or through conditions prescribed in the bilateral agreement executed at the time of grant of license or through any undertaking obtained from the colonizer, or any action taken or things done or purporting to have been taken or done, before the commencement of Haryana Development and Regulation of Urban Areas (Amendment and Validation) Act, 2018, will be deemed to be as valid and effective as if such action was taken or done in accordance with the provisions of the Haryana Development and Regulation of Urban Areas (Amendment and Validation) Act, 2019 and any executive instructions or any bilateral agreement or any undertaking obtained in this regard.
All such payments/recoveries made will be deemed to be as valid and effective as if such payment by the colonizer is made, or bilateral agreement were executed, or executive instructions were issued or undertakings were obtained or recoveries were made in accordance with the provisions as amended and validated in accordance with provisions contained in the the Haryana Development and Regulation of Urban Areas (Amendment and Validation) Act, 2019 and will not be called in question in any court or tribunal or other authority.
Provided that with respect to the amount already recovered against the compound interest component made towards deferred payment of development charges by various colonizers. All acts, proceedings or things done or action taken by the government or by any other official of the government or by any authority, in connection with the levy of compound interest on the deferred payment of external development charges by the Director either through issuance of executive instructions or through conditions prescribed in bilateral agreement or through any undertaking obtained from colonizer, for all purposes be deemed to be and to have always been done or taken in accordance with law.
No suit or other proceedings will be maintained or continued in any court or before any authority for the refund of any such amount already deposited or for nullification of bilateral agreement already made, executive instructions already issued and undertaking obtained.
No court or authority will enforce a decree or order directing the refund of any such compound interest so charged or for nullification of bilateral agreement executed or any executive instructions issued or any undertaking obtained in this regard.
Chandigarh, June 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for filling up six posts of Management Trainee/Manager (Finance) by Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC) through direct recruitment at its own level by the Selection Committee.
The Selection Committee will be headed by Chief Secretary and Chairman, HSIIDC, Managing Director, HSIIDC, Additional Chief Secretary, Industries and Commerce Department, Additional Chief Secretary, Finance and Director, Industries and Commerce Department as members.
It was also decided that a transparent and merit based selection criteria will be followed for making the selections.
