Chandigarh September 11: Haryana Chief Minister, Mr Manohar Lal today launched two insurance schemes for registered small and medium traders in the State namely Mukhyamantri Vyapari Samuhik Niji Durghatna Beema Yojana and Mukhyamantri Vyapari Kshatipurti Beema Yojana and made several other announcements for the welfare of people belonging to different sections of the society.

Mr Manohar Lal who was addressing a press conference here today said that premium of Rs 38 crore of both the insurance schemes would be paid by the State Government. On this occasion, he also presented insurance certificates to six beneficiaries under the scheme.

He said that an insurance cover of Rs 5 lakh would be provided under the Mukhyamantri Vyapari Samuhik Niji Durghatna Beema Yojana and insurance cover ranging from Rs 5 lakh to Rs 25 lakh under the Mukhyamantri Vyapari Kshatipurti Beema Yojana. Traders registered under the Haryana Goods and Service Tax (HGST) Act, 2017 would be covered under these schemes.

He said that under the Mukhyamantri Vyapari Samuhik Niji Durghatna Beema Yojana, 3.75 lakh registered traders would be provided insurance cover of Rs 5 lakh. The benefit of insurance would be admissible in case of accidental death, permanently disability and damage to two body organs, or eyes or one organ or one eye.

The Chief Minister said that Haryana is the first State in the country to implement Mukhyamantri Vyapari Kshatipurti Beema Yojana under which insurance benefits ranging from Rs 5 lakh to Rs 25 lakh would be provided to the traders on the basis of their turnover to compensate the loss of their stock caused due to fire, theft, flood and earthquake and damage to furniture and other goods. About 3.13 lakh registered small and medium traders would be befitted under this scheme.

He said that under this scheme, insurance cover of Rs 5 lakh would be provided to the traders having annual turnover of upto Rs 20 lakh, Rs 10 lakh in case of annual turnover between Rs 20 lakh to Rs 50 lakh, Rs 15 lakh for turnover between Rs 50 to Rs one crore, Rs 20 lakh for turnover between Rs 1 crore to Rs 1.5 crore and Rs 25 lakh for traders having turnover of over Rs 1.50 crore. He said that there are 3,13,112 registered firms in the State in which the number of registered traders are 3,86,669.

On this occasion, the Chief Minister also announced that all those families in the State having annual family income of Rs 1.80 lakh would be covered under the Ayushman Bharat Yojana under which they would be provided free annual treatment facility of upto Rs 5 lakh. He said that now the benefit of this scheme would also be extended to the construction workers, Loktantra Senanis, 'Matribhasha Satyagrahis and their spouse, accredited media persons, nambardars, BPL families, riot victims of 1984, ex-servicemen of Azad Hind Fauj and soldiers of second world war.

He also announced that Pal Gadariya sub-caste would be considered as Scheduled Castes on the pattern of Sanshi Caste. Besides, he said that those families which are residing in Dhanis outside radius of 1 kms from the villages and do not have electricity connection would be covered under the Manohar Jyoti Yojana. He said that solar home system would soon be made available to such families so that these families especially the school going children do not face any difficulty in their studies. He said that apart from this, they would also be provided solar invertor charger of 300 watt for charging one battery and invertor charger of 500 watt for charging two batteries on priority basis. With a view to make the solar invertor assessable to poor, a subsidy at the rate of Rs 6000 and Rs 10000 would be made available to them, he added.

The Chief Minister said that with a view to ensure 24 hour power supply in the State, Mhara Gaon Jagmag Gaon scheme has been implemented. He said that out of the 6500 villages, 4100 villages are getting round the clock power supply. He said that nine districts have so far been covered under this scheme and added that in another six months, all villages in the State would start getting 24 hour power supply.

Announcing bonanza for the Safai Karamcharis, he announced to enhance the monthly wages of Safai Karamcharis working in urban areas from Rs 13500 to Rs 15,000 and in rural areas from Rs 11,000 to Rs 12,500. He said that about 39,000 Safai Karamcharis in both urban and rural areas would be benefited with this decision. Similarly, he said that employees working under the Urban Health Mission would be given benefit of service by-laws on the pattern of employees of National Health Mission (NHM). The decision would entail an additional burden of Rs 12.61 crore.

He announced that the daily wagers working in the Cooperative Sugar Mills of the State would be given benefit of 14.29 per cent at par with the regular employees with effect from August 1, 2018. These employees would also get the payment of Rs 1.88 crore as their arrears. An annual expenditure of Rs 90 lakh would be incurred on it. As many as 672 employees would be benefited with this decision. He said that similarly, Model Service Bye-laws has been prepared for the employees of District Information Technology Society.

The Chief Minister also announced that part time tubewell operator engaged by panchayats would be made full time tubewell operators. He said that out of 8 hours daily, four hour work to such tubewell operators would be given by Panchayats Department and four hours work by Public Health Engineering Department. He said that about 5000 tubewell operators would be benefited with this decision. Similarly, he announced that 10 per cent seats would be reserved for employees of Primary Agriculture Cooperative Societies (PACS) for promotion in Central Cooperative Banks. Apart from this, report of the committee constituted for removing anomalies in service rules as well as pay scales of PACS employees would also be implemented.

He announced that rural chowkidars would also be covered under the Employees Provident Fund (EPF). He said that directions have been issued to the school education department to ensure that eligible beneficiaries of Mid-Day Meal Scheme are covered under the Mukhamantri Parivar Samridhi Yojana. He also announced that physically challenged employees and officers would also get reservation of 3 per cent in promotion in power utilities.

He said that the anganwadi workers would be given the benefit of increase in wages on the pattern of skilled and semi-skilled workers twice in a year as per the Consumer Price Index. Apart from this, the guest teachers would also get DA of 3 per cent and their services rules has also been framed under the Act.
