Chandigarh, June 11- Haryana Chief Minister, Mr Manohar Lal has approved the creation of one post of Junior Engineer on contract basis at each block of the state under MGNREGA for its better implementation and to ensure making timely 100 per cent payment to unskilled workers.
Giving details, an official spokesman said that the posts will be filled through service provider under outsource policy and the qualification and eligibility criteria for recruitment will be three year diploma in Civil Engineering from an institute recognised by the Central or State Government with basic knowledge of computer application and two year experience in relevant field.
He said that the role and responsibilities of Junior Engineer will be to provide technical assistance to Gram Panchayat in execution of developmental works under MGNERGS which are being executed by them as per the instructions or guidelines issued by the department from time to time. The Junior Engineers will also prepare the estimates of the works and will provide the technical assistance to the gram panchayats in their execution, supervision and preparation of records including measurement books within prescribed time limit as per the instructions of the state and central government.
The Junior Engineers will also submit all records which is estimate, assessment, measurement books prepared by them in the office of Sub Divisional Officer, Panchayati Raj concerned for verification or signature by them or any competent authority as per works, rules, guidelines, instructions issued by the central or state government.
He said that MGNREGS is playing a critical role in providing livelihood support in the form of guaranteed employment of atleast 100 days in a financial year to all rural household whose adult members are willing to do the unskilled manual works. Similarly, the objective of the scheme is also to provide livelihood security to the poor through creation of durable assets, improved water security, soil conservation and higher land productivity.
