Chandigarh, October 11 – Haryana Chief Minister, Sh. Manohar Lal has directed all the administrative officers that the citizen-centric services of all the departments should immediately be integrated with the Auto Appeal System (AAS).
“This work should be done expeditiously as ensuring timely delivery of citizen-centric services is the utmost priority of both Government and Administrative wing,” said Sh. Manohar Lal while chairing the review meeting related to AAS held here today.
The Chief Minister said that the administrative wing and other officers should work promptly to link the government services with AAS. If any difficulty is faced in this work, it should be brought to the notice immediately so that it can be redressed at the earliest, directed Sh. Manohar Lal.
“Serving the public is the first duty of any government and its administrative wing. Reach of citizen-centric services should be ensured to the 70 lakh families residing in Haryana,” added the Chief Minister.
The Chief Minister lauds the functioning of AAS
The Chief Minister lauded the working of the AAS, an innovative initiative by the Haryana Right to Service Commission. He said that because of this system, accountability has been fixed for any delay in government services.
The Commission is also imposing a fine on the officer concerned who is found guilty of delay in services. Till now 3,53,529 appeals related to delay in services have been made in AAS. Out of these, 2,70,385 were reported to first appellate authority, and 82,375 to Second Appellate Authority. Only 769 appeals reached the Right to Service Commission and the Commission took cognizance of the same.
AAS proving a boon for the common man
Sh. Manohar Lal said that the AAS proving a boon for the common man. People are getting benefitted from this system on a large scale. The state government had started this system so that not only the grievances of every Antyodaya is heard but the timely benefit of government facilities should also be ensured added Sh. Manohar Lal.
Now the timeline of government services has been fixed. The happiness index is directly linked to the happiness of citizens, asserted Sh. Manohar Lal.
Departments having multiple portals should have better integration
The Chief Minister said that departments having multiple portals should have better integration so that data can be easily accessed. This also helps the common people to take the advantage of this facility.
Public representatives should also be given AAS training
Sh. Manohar Lal said that public representatives should also be given training related to the working of AAS. Till now only the MLAs were given information related to this, but in future, the public representative at village and block levels should also be informed about it, said the Chief Minister.
Other states are also studying AAS
The Chief Minister said like many other first-of-its-kind initiatives taken by the State Government, AAS has also become another important subject which is being studied by other states. Central Government, Uttarakhand, Jammu and Kashmir are also appreciating this system.
Earlier, the Chief Commissioner, Right to Service Commission, Sh. T. C. Gupta gave the necessary information about Auto Appeal System.
Chief Principal Secretary to Chief Minister, Sh. D S Dhesi, Principal Secretary to Chief Minister Sh. V. Umashankar, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal, and Administrative Secretaries of concerned departments also remained present on this occasion.
