Chandigarh, June 3: Haryana Chief Minister, Sh. Manohar Lal said that several steps taken by the state government in the direction of digital governance in the last eight-and-a-half-years are proving effective for the citizens. He said that by reducing human intervention in the implementation of government schemes and programmes through e-governance, the benefits of all the schemes are being provided to the general public at their doorsteps.
“This has curbed corruption and the administrative processes have also gained momentum, with change in the old dilapidated system. As a result, today the administration has become smart (Simple, Moral, Accountable, Responsible, Transparent),” said Sh. Manohar Lal.
The Chief Minister was interacting with the Common Service Centre (CSC) operators through audio conferencing from Karnal today.
Any error or mistake in data uploaded by CSC will be rectified in 48 hours
During the interaction, the Chief Minister asked the CSC operators for information related to uploading data for the schemes, on which some CSC operators said that sometimes error occurs in entering the data on the portal at their level; due to which the eligible beneficiary gets delayed benefits. On this, the Chief Minister immediately directed the concerned officials that in case of any error or mistake in the data uploaded at the CSC level, it should be rectified within 48 hours; so that people do not have to wait long for the services.
Apart from this, the CSC operators also raised the issue of age verification of citizens above 60 years of age. On this, the Chief Minister said that the process of verification of the age group of 58 to 60 years is going on smoothly and the government will soon start the verification process of those above 60 years of age.
Common Service Centre, a strong link between government and public
Sh. Manohar Lal said that with good governance in the state, more than 500 schemes and services of the departments are being made available to the citizens online. “This has been possible only through CSC. They act as a link between the government and the public. About 13,000 active common service centres are operational in the state, where various types of 12,938 services are being provided,” he asserted. In the financial year 2022-23, over 1.72 crore transactions have taken place through CSC.
Haryana government playing leading role in realizing Prime Minister's vision of Digital India
The Chief Minister said that the Haryana government is playing a leading role in realizing Prime Minister, Sh. Narendra Modi’s vision of Digital India. He said that the objective of the Digital India campaign is to connect government departments with the people of the country and to ensure that government services are delivered electronically in paperless mode, in the shortest possible time, without any inconvenience. “In this direction, the state government is providing the benefits of schemes in a transparent manner by making Parivar Pechan Patra (PPP),” he added.
Present government, a service delivery government: CM
Sh. Manohar Lal said that the present state government has brought many radical changes in the system with the resolution of good governance. “Through service delivery, the Haryana government has raised the happiness index in the state. Good governance is paramount in the parameters of happiness and can be ensured only through good service delivery. With this spirit of public service, our government is called the government of service delivery,” he said.
Important link in direction of Digital India Ease of Living
The Chief Minister said that Prime Minister, Sh. Narendra Modi had launched the Digital India Week last year stating that Digital India is going to strengthen Ease of Living and Ease of Doing Business. “In order to make the Digital India vision a success, in the direction of Ease of Living, the Haryana government is providing benefits of government schemes to the people at their doorsteps. There has been a lot of cooperation from the Common Service Centres in this work,” he added.
Pension benefit given to more than 64,000 elderly people through PPP
Sh. Manohar Lal said that today the pension for elderly is being made automatically through the Parivar Pehchan Patra (PPP), after they complete the prescribed age for old age pension. Through this, the work of giving pension to more than 64,000 elderly people has been done.
Similarly, about 75 lakh CHIRAYU cards have been made under the Ayushman CHIRAYU Yojana to provide health services to the Antyodaya families of the state by using the data of the PPP. He said that the state government has also started the Nirogi Haryana Yojana for health check-ups of Antyodaya families. Under this scheme, health check-ups of 9.36 lakh poor people and about 62 lakh lab tests have been done in the last about five months. Apart from this, BPL cards of about 32 lakh families have been automatically made free of cost.
Responsibility to take care of citizens assigned to specific departments
Sh. Manohar Lal said that using the data available in the Parivar Pehchan Patra database, the state government has assigned the responsibility of taking care of citizens to specific departments. He said that the age group up to 6 years has been assigned to the Department of Women and Child Development, so that every needy child can be taken care of, irrespective of whether the child is currently attending an Anganwadi centre or not. The age group above 6 years and up to 18 years has been assigned to the school education department, so that the department will ensure that no child is deprived of education.
Similarly, the age group above 18 years and up to 25 years has been assigned to the Higher Education Department, so that they get opportunities for higher education and skill development. The age group of 25 years to 40 years has been assigned to the Department of Youth Empowerment and Entrepreneurship to ensure skill, entrepreneurship and employment for this age group.
Apart from this, the age group of 40 to 60 years will be taken care of by the Revenue and Disaster Management Department and the people above 60 years of age will be taken care of by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department.
