Chandigarh, January 27: Haryana Chief Minister, Mr Manohar Lal said the present State Government has enhanced the annual family income limit for a household for qualifying as a beneficiary under Below Poverty Line (BPL) category in the State from Rs 1.20 lakh to Rs 1.80 lakh so as to ensure that maximum eligible families get the benefit of various government schemes admissible to them. A fresh survey of such families is being conducted in the State and it will be completed soon.
Mr Manohar Lal was addressing the gathering after unfurling the national flag on the occasion of 72th Republic Day at Panchkula on January 26.
He said that a scheme would be implemented from the month of April for those families in the State whose annual income is less than Rs one lakh. Under this scheme, efforts would be made to ensure that such families earn atleast Rs one lakh per annum.
Mr Manohar Lal said that the present State Government has set up a separate MSME Department for the promotion of small scale industries in the State. Stating that industries also play an important role in employment generation, he said that during the tenure of present State Government, 48,000 new industries have been set up in the State in which 5 lakh youth have got employment. He said that it has also been decided to set up industrial clusters in 21 districts of the State.
The Chief Minister said that our aim is to create such a system in which people do not have to visit offices to take benefit of government schemes and programmes, rather the government itself delivers benefits at their doorstep. He said that to ensure this, Parivar Pehchan Patras (family identity cards) are being prepared in the State. For this, a separate Citizen Resource Information Department (CRID) has been set up in the State, he added.
He said that the present State Government has put a complete check on corruption in the registry of lands by making the entire process online. He said that various works of rural development have also been implemented. After the educated panchayats, this time the villages in the State would get trained Panchayats also who would be capable of resolving problems at their own level. He said that 'Gram Darshan Portal' has been started to make rural areas digital and Gram Sachivalyas have been constructed in the villages to make available all necessary services to the villagers under one roof.
The Chief Minister said that the present State Government has started the scheme to make the villages free from Lal Dora to give the villagers rights to own their property, purchase and sell land and take loans on it. This scheme is being appreciated throughout the country, he said adding that at present, it is being run in eight States under the name of “Pradhan Mantri Swamitva Yojana”.
He said that the 'Har Ghar Nal Se Jal' scheme has been started under the Jal Jeevan Mission to provide water to every rural household in the State. He said that a target has been set to provide 28 lakh water connections under this scheme in the State. At present, water connection has so far been given in all the households in three districts of the State namely Panchkula, Ambala and Kurukshetra, he added.
While referring to the various steps taken for the security of women in the State, he said that 16 fast track courts have been set up for speedy trial of crimes against women. Apart from this, special buses have been started for women in the State. He said that recognizing their abilities; women have been given 50 percent representation in Panchayati Raj institutions like men. While referring to the Beti Bachao-Beti Padhao programme launched by Prime Minister, Mr Narendra Modi from Panipat in Haryana, Mr Manohar Lal said that as a result of wholehearted support and cooperation of people of the State, the sex ratio of the State has reached from 871 in 2014 to 922 at present.
