Chandigarh, December 24 - Haryana Chief Minister, Sh. Manohar Lal said that by providing relief to the youth from the age-old outsourcing system, through Haryana Kaushal Rozgar Nigam (HKRNL), the present State Government has successfully provided merit-based temporary jobs to about 17,785 candidates along with porting the already working data of more than 1.08 lakh manpower, thereby giving them the benefits of like EPF, ESI, Labor Welfare Fund, etc.
While interacting with the candidates selected through HKRNL via audio conference here today, the Chief Minister reiterated his commitment towards providing merit-based jobs. He said that in the past, when the employees were hired on a contractual basis many times a nexus used to be uncovered between contractors and the department where there used to be a huge gap between the actual numbers of employees and the employees hired.
Giving example, the Chief Minister said that in this nexus the contractors used to get the salaries sanctioning of 50 employees, but in reality, only 40 used to work. Also, many times it was seen that some other employees used to work in place of the actual employee to avail the salary benefits. These disputes continued and ending all these malpractices, HKRNL has been set up to provide contractual manpower to all Government entities in Haryana in a transparent, robust, and equitable manner, said Sh. Manohar Lal.
He said that earlier the outsourced employees working on a contract basis through contractors did not receive full wages. Facilities like EPF, ESI, Labor Welfare Fund, etc., were not provided. The government received numerous complaints, and various employee unions demanded an end to the contractor system. Therefore, we ended the contractor system and established HKRNL, said the Chief Minister.
“All employees hired through HKRNL are provided with facilities such as EPF, ESI, Labor Welfare Fund, etc. Moreover, employees' wages are directly deposited into their bank accounts. Employees under the Nigam are entitled to annual 10 casual leaves and 10 medical leaves. The provision of maternity leave is also provided for female employees. Not only that, but we have also started providing the benefits of Ayushman Bharat-Chirayu Yojana to those employees whose family's annual income is up to Rs. 3 lakh. For this, a nominal contribution of Rs.1500 annually is taken. Now, such families will receive free treatment of up to Rs. 5 lakh annually,” said Sh. Manohar Lal.
HKRNL to provide employment opportunities in the Private Sector
Sh. Manohar Lal said that starting this year, the search for suitable candidates for employment in the private sector has been initiated through the Nigam. For this purpose, such youth will undergo skill training, and services have been launched to assist in private-sector employment.
He said that Nigam has huge data of skilled manpower available in various categories in its database. This will enable industries in the private sector to access manpower according to their requirements, reducing the cost of skill training. Additionally, new employment opportunities will be available for the youth, said Sh. Manohar Lal.
Applications have been invited for sending manpower to Israel, Dubai, and the United Kingdom, 5,000 youths have applied
Sh. Manohar Lal informed that Nigam is also involved in providing manpower for various jobs abroad. There is a significant demand for manpower abroad, and many youth end up spending lakhs to secure employment overseas, risking their lives by adopting illegal ways. To address this, the Foreign Cooperation Department has been established to facilitate employment opportunities for youth abroad. Nigam is also assisting youth in finding employment abroad, said the Chief Minister.
Sh. Manohar Lal said that recently, demands for manpower have been received from Israel, Dubai, and the United Kingdom. For this purpose, Nigam has advertised, indicating the need for 10,000 manpower for construction workers, security guards, staff nurses, etc., in these countries. Interested youth aged between 25 and 40 have been encouraged to register on the Nigam's portal. This is the first time that a state government is directly aiding its youth in finding employment abroad.
He appealed to the state's youth not to fall for the traps of agents who engage in illegal practices to send people abroad. This not only puts their money at risk but also jeopardizes their lives. The Chief Minister encouraged those interested in going abroad to enhance their skills and travel legally, ensuring compliance with all legal procedures. The state government is ready to provide full assistance, and reservations are provided for categories such as SC, OBC, etc., in the hiring process, said Sh. Manohar Lal.
He said that the Nigam has become a primary source for recruiting manpower in the government sector based on contractual agreements. The Nigam recruits manpower based on defined criteria, with the primary measure being the minimum qualification and the economic status of the applicant's family. The portal hkrnl.itiharyana.gov.in is now open for registration for everyone.
The Chief Minister urged interested youth to register on the portal promptly. Selections for employment will be made from registered candidates on the portal, he said.
He said that initially, the Nigam provided employment opportunities to eligible candidates whose family's annual income was less than Rs. 1 lakh. The next priority was given to those eligible candidates whose family's annual income was more than Rs. 1 lakh and up to Rs. 1.8 lakh.
The Chief Minister stated that for the year 2023-24, the goal is to provide skill training for the National Skills Qualification Framework to 2 lakh unemployed youth. For this purpose, specific training programs are being conducted through the Haryana Skill Development Mission. So far, skill training has been provided to 80,000 youths, enabling them to stand on their own feet. In addition, the establishment of Shri Vishwakarma Skill University has been undertaken to provide education and training in modern employment-oriented subjects, said Sh. Manohar Lal.
