Chandigarh, April 18– In a bid to resolve family land disputes, Haryana is all set to introduce a new legislation that objectifies to ensure quick redressal of all such disputes that remain pending in courts for years due to absence of any proper redressal mechanism. Besides this, the State is also in the process to formulate a plan for 100 villages which have not been consolidated. Under this, the consolidation will be done in a scientific way.
This was stated by Haryana Chief Minister, Sh. Manohar Lal while speaking at the programme held late at night in Chandigarh on Monday.
Sharing the state government’s vision of boosting the industrial and economical sectors, the Chief Minister said that on the lines of how Gurugram has been developed industrially and economically, now the emphasis is being laid on developing other districts of the state.
“Today Gurugram has become a global city and IT hub. 400 Fortune companies of the world have their offices in Gurugram. Similarly, the Faridabad district is also moving swiftly in the same direction. Due to connectivity with Jewar Airport, industrial activities are increasing here. Not only this, as the Hisar airport will résumé its operations soon, the progress graph of the district is certainly going to get a major boost,” said Sh. Manohar Lal.
He said that the Panchkula district is also at a central location. There is also the advantage of Chandigarh airport. Therefore, the government has reduced the rates of EDC and development charges to attract developers to promote development in the district. Now developers are investing and soon Panchkula will also emerge as an economic capital, said the Chief Minister.
We are focusing on strengthening the grievance redress mechanism
The Chief Minister said that strengthening the grievance redress mechanism is the utmost priority of the State Government and for this maximum utilization of IT is being ensured.
“Today, people are getting the benefits of ration cards, pension, Ayushman and CHIRAYU Haryana Yojana while sitting at home as all such public welfare schemes has been integrated with State Government’s Parivar Pehchan Patra (PPP) scheme. This is the reason now we have termed PPP as Permanent Protection of Poor People,” said Sh. Manohar Lal.
He said that with the objective to know firsthand about the problems faced by the villagers and find on-the-spot solutions, Jan Samvad programmes have been started.
“This initiative objectifies to evaluate the ground reality regarding the reach of benefits of government schemes at the grassroot level. During the Samvad interactions, citizens have agreed that the radical changes brought by us for maximum governance and minimum government are yielding positive results,” asserted the Chief Minister.
Moving towards Ease of Living is the need of the hour
The Chief Minister said that like promoting Ease of Doing Business, now the State Government has started laying emphasis on implementing the concept of 'Ease of Living’.
“Like Bhutan, we also aim to bring the state to the top position in the Happiness Index while moving in the direction of Ease of Living and this would be possible only when the life of the citizens would be easy. The state government is committed to resolving the problems of the common man,” said Sh. Manohar Lal.
Radical reforms brought to ensure quality ‘Education for All'
The Chief Minister shared that every plan formulated by the present State Government has the core of the 5S mantra- Shiksha (education), Swasthya (health), Suraksha (Security) and Swamlamban (Self-reliance) and Swabhimaan (Self-respect) and now the sixth S i.e. good governance has also been added to it.
“Radical reforms have been brought to ensure quality ‘Education for All’. Moving forward in this direction, now Haryana has set a target to implement the National Education Policy by 2025,” said Sh. Manohar Lal.
The Chief Minister further informed that Sanskriti model schools have been opened across the state to impart quality education. State’s 10th and 12th board results are better than Delhi. Now 4 centres of the Super-100 programme have been made operational. Haryana has one college within a radius of 20 kilometres. Now while acknowledging the demand to open more colleges, mapping of identifying the sites for the same will be initiated by the government. Also, if required, we can also consider reducing this 20-kilometre radius, so that the students do not have to travel long distances, informed Sh. Manohar Lal.
Opposition’s math while calculating unemployment and debt seems to be weak
Targeting the Opposition for sharing bogus figures about unemployment and government debt, the Chief Minister said that the Opposition has no other work rather than sharing fictitious figures.
“To know about Haryana’s unemployment, they read their favourite magazine CMIE, which always shares unrealistic figures. Similar is the case with state debt figures, which the Opposition fails to understand. Today, the state has a debt of 2 lakh 53 thousand crores, which is within the prescribed limit. Today the debt of Punjab has reached 42 percent,” informed Sh. Manohar Lal.
He said that the state government has planned to send one lakh people abroad in the next year for employment opportunities by imparting skill training.
The law and order situation in Haryana is better
The Chief Minister said that the law and order situation in Haryana is better as compared to the neighbouring states. Today, the crackdown on gangsters is constantly carried out and the strictest action is being endured against all the wrongdoers. Properties of about 350 gangsters who are involved in the drug trade have been attached and action has been taken. With the introduction of HACOCA, stringent action will be endured against gangsters, drug smugglers etc.
Government prioritizes ensuring the holistic development of villages
The Chief Minister said that it is the priority of the government to take the villages forward in terms of development. To raise the level of education, provide infrastructure, cleanliness campaigns, arrangement of parks, etc there is a great need to develop a modern system. The government is making dedicated efforts to ensure that people of the village should not go migrate towards cities for business, and employment opportunities.
The work of special Girdawari is going on and compensation will be given in the month of May. Besides this, procurement of mustard and wheat is underway in the mandis. So far, about 600 crore rupees have been sent to the accounts of the farmers, shared the Chief Minister.
On this occasion, Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations, Languages and Culture Department, Dr. Amit Agrawal and OSD to Chief Minister, Sh. Jawahar Yadav also remained present.
